Research On Coordination Mechanism Of Shenyang Telecom Fraud Crime

Currently,our country is in a critical period of economic structural transformation.The CPC Central Committee with Comrade Xi Jinping as General Secretary has creatively put forward the strategic idea of economic development in the new normal.In this key period of the smooth economic transition and with the large-scale popularization and application of telecommunication network technology,People's way of communication changes tremendously and they no longer rigidly adhere to the traditional face-to-face communication.Through communication and network medium,telecommunication network fraudulent crimes flood in every aspect of our social lives which have become a significant hidden danger for social and economic development and for people's living stabilities.It has become a social problem that need to be solved immediately by government departments at all levels.Telecommunication network fraudulent crimes continue to occur in a high frequency.Therefore,only with the cooperation of all functional departments in terms of fighting against and controlling such crimes can twofold results with half the effort be achieved.The objectives of this article are to better adapt to requirements of social and economic development,create a favorable business environment in Shenyang,better integrate into domestic and overseas development and lay a solid foundation and provide strong support to the building of Northeast regional central city.This article explores the current situation of fighting against and controlling telecommunication network fraudulent crimes in Shenyang and strives to find reliable data to provide reference and foundation for further research and analysis.Research found that lacking of trans-department coordination mechanism is the sticking point for all problems and difficulties.Therefore,causes for coordination issues are analyzed.Moreover,domestic and overseas experience is learned and the idea of designing a basic plan of forming a coordination mechanism for Shenyang to fight against and control telecommunication network fraud crimes is proposed by using the science of public management.Taking structural hole theory as a basis,this article further discusses the possibility of creating a united and efficient organization to fight against and control telecommunication network fraud crimes which can act as a bridge to promote the cooperation between departments and to improve administration efficiency.With weak connection theory,it further considers the building of trans-department coordination mechanism,strengthening the positive role for every department in playing multi-department coordination and implementing information sharing.The purpose is to form a comprehensive fighting and controlling atmosphere in which public security organs act as the main body and other departments provide assistance.Finally,it proposes countermeasures and makes suggestions for the work of fighting against and controlling telecommunication network fraudulent crimes in Shenyang from aspects such as political safeguard,organizational guarantee,legal system guarantee,technical guarantee and supervisory responsibilities strengthening.
