Research On Current Situation And Countermeasures Of Telecommunication Network Fraud Crime

With the process of social information,the high incidence of telecommunication network fraud has seriously affected people's life and social stability.The Party and the government attach great importance to fighting against telecommunication network fraud and have given important instructions on many occasions.The State Council has established a system of inter-ministerial joint meetings to fight against new types of illegal and criminal activities in the telecommunication network.The Ministry of Public Security has coordinated and deployed a series of special strike actions and carried out extensive publicity and education activities.The ministries and commissions of telecommunication,finance,industry and credit have formulated a number of measures and launched a series of actions aimed at fighting against such crimes.The results are remarkable and the high incidence of such crimes has been curbed.However,as the efforts to crack down on and control the crime increase,criminals continue to update their criminal methods and techniques and even transfer them to other countries to commit crimes,increasing the difficulty of cracking down on and controlling the crime.At present,such crimes are still frequent.Based on the analysis of the current situation,this paper holds that it is not enough to crack down on the crime of telecommunication network fraud,a non-contact crime committed by using high technology and relying solely on public security organs.It is necessary to set up a comprehensive organizational structure composed of public security,telecommunication,finance,industry and commerce,and to promote a new social governance pattern of "trinity" of public security,all sectors of society and individuals,so as to create an anti-fraud atmosphere for the whole people and eradicate such crimes.This paper is divided into four chapters: "Introduction","conceptual analysis and theoretical overview","the current situation and problems of the suppression of Telecommunication Network Fraud" and "countermeasures of the Suppression of Telecommunication Network Fraud".The first chapter of this paper,combined with the social background and research statusat home and abroad,expounds the significance and innovation of this paper.The second chapter gives a brief description of the theoretical basis of this paper,namely,"integral governance theory" and "public safety management theory",this paper analyzes the concept of telecommunication network fraud crime,the common types of telecommunication network fraud crime,and the regional,intelligent,professional and non-contact characteristics of telecommunication network fraud crime.The third chapter analyzes the current situation and main measures of y city's fight against the telecommunication network fraud crime,combined with the cases,combined with the implementation of the anti-telecommunication Network Fraud Center construction in Y city to combat the crime of telecommunication network fraud,the active implementation of special anti-rectification actions,innovative publicity and other positive practices,we found that there is a lack of legal basis to combat governance is not in place,active Monitoring,identification of poor ability and personal information leakage problems,telecommunications,financial and other departments exist regulatory loopholes and other problems.The Fourth Chapter from consummates the related laws and regulations,promotes the public security to strike the Governance Telecommunication Network Fraud Crime Ability,this paper puts forward some countermeasures from five aspects,namely,forming a new pattern of "three-in-one" social co-governance,perfecting the supervision system of financial and telecommunication departments,and strengthening the protection of personal information.
