The Countermeasure Research On Law Enforcement Standardization Construction Of Shenyang Public Security Organs

The Law Enforcement Standardization Construction of public security organs is the center and basis of public security work. Injustice, uncivilized, and irregular affect the quality and efficiency of law enforcement seriously. The indiscriminate Enforcement Phenomenon not only damages social stability and harmony, but also intensifies the relationship between police and the public, more importantly, it will seriously destroys the fighting capacity and image of public security force.The law enforcement standardization construction of public security organs is the very center and the most important one among the "Three Constructions" put forward by Ministry of Public Security, and is characteristic of fundamentality, integrity and comprehensiveness. It is a long term system project which involves the whole public security troops and requires the cooperation of all types of police. A series of law and regulation standardizing about law enforcement has come out with a remarkable achievement since September2008, when it was first proposed.This paper systematically analyzes the law enforcement standardization construction of public security organs in Shenyang from the perspective of public administration, taking the public security organs as the target group and the improvement of the law enforcement standardization of public security organs in Shenyang as the research target. The current situation and the existing problems of the law enforcement standardization construction in Shenyang are analyzed based on the study of the policy that rule by law, the four constructions of public security organs and Public Security Organs working mode. To improve the law enforcement standardization construction in Shenyang, one constructive scheme, five related countermeasures and some proposals are put forward through experience learning from both developed countries and domestic provinces and cities.
