Research On Countermeasures Of Dealing With Telecommunication And Internet Fraud In Wuhai Public Security Organs

In recent years,crimes against property of traditional kind is restrained powerfully.However,new kinds of crimes grow rapidly,in which telecommunication and internet fraud are representative.These crimes not only seriously affected the normal order of economic development in our country,but also give the people a huge property and mental damage,and some even endanger the people's precious lives.In order to effectively restrain the high incidence of telecommunication and internet fraud,party committees and governments at all levels should improve their political positions,establish the bottom-line thinking,and do their best to supervise and regulate telecommunication and internet fraud crimes.The public security organs should objectively and fully understand the difficulty,complexity and long-term nature of the current work of fighting with telecommunication and internet fraud crimes,and comprehensively improve the ability and level of fighting and management.Meanwhile,we should make efforts not only to crack cases,solve more cases,but also to build mechanisms,strengthen weak points and plug loopholes.Relevant responsible units such as banks,telecommunication operators and internet enterprises should earnestly fulfill their social responsibilities,have the courage to take responsibility,cooperate closely and strengthen the concept of collaborative governance.All local government departments should work together to resolutely reverse the high incidence of telecommunication and internet fraud,and resolutely safeguard the people's property and legitimate rights and interests.Taking Wuhai city as the research object,this paper elaborates thebackground and significance of researching current telecommunication and internet fraud crimes,introduces the research results of fighting with telecommunication and internet fraud in domestic and overseas,and summarizes the concept,main types and five characteristics of telecommunication and internet fraud which are different from traditional contact fraud crimes.At the same time,based on the author's own work practice,the author deeply analyzed current telecommunication and internet fraud crime situation and characteristics in Wuhai,guided by the theory of cooperative governance and holistic governance theory.The author applied survey research,case analysis,and comparative analysis in the research analysis,and found problems of low efficiency in fighting,insufficient professional team construction,poorly joint operations performance and weak prevention and control system.The reasons for above problems are mainly due to imperfect relevant laws and regulations,lack of guarantee system,backward concept of collaborative governance,inadequate industry supervision,and insufficient publicity and prevention.In view of the above problems and the causes,the author puts forward four countermeasures according to local situation which are to improve relevant law and regulations at the national level,to strengthen measures of public security organs dealing with telecommunication and internet fraud,to standardize the management of relevant responsible units,and to improve citizens' ability of preventing fraud.
