The exit mechanism of teachers,one of the core contents of personnel managing system,is the important part which cannot be neglected in the current education reform.Whether the mechanism is perfect or not,it not only has an important impact on the personnel managing system,but also directly relates to whether the lawful rights and interests of teacher is protected and indirectly affect the improvement of school teaching quality.United States is not only one of the most developed countries in the world economy and the education,but also a country of advocating law in particular.The laws of the United States covers every aspect of American life and the education system is no exception,which has been set up a relatively perfect exit system of public elementary and secondary teachers on the basis of the law.This not only embodies fairness,impartiality and openness of the quit process of teacher,but also contributes to allocate rationally the teacher resources and inspire enthusiasm of the work of teachers.Also,it protected the lawful rights and interests of teachers and improved the school teaching quality.However,the phenomenon of dismissal teachers at random is common in our country,and between the protection of lawful rights and interests of teacher and the improvement of school teaching quality is not find has not found a good balance point.Therefore,the author try to through the research on the dismissal system of public elementary and secondary teachers in the United States,thus to provide beneficial help for building the teachers dismissal system in our country.The paper mainly contains five parts.The first part reveals theoretical basis,practical background and legal motivation about the exit mechanism of public elementary and secondary teachers in the United States.The second part specially analyzes the exit mechanism of public elementary and secondary teachers in the United States with specific cases as the carrier(namely,exit mechanism of teacher in California).The third part summarizes in detail the characteristics of in the United States and its positive effect on the American education.The fourth part points out current situation and existent problem about the exit mechanism of public elementary and secondary teachers in our country.Finally,it focuses on the enlightenment and reference to China of the exit mechanism of public elementary and secondary teachers in the United State.There are mainly: improving the relevant laws and regulation,regulating specific dismissal reason and dismissal procedures,strengthen teachers' examination and assessment,improving social security system.
