In the practice of teachers’management in primary and secondary school, the lack of teachers’ exit mechanism make the school managers exit and added teachers difficultly. Hard to rational configuration of teacher resources, at the same time also weaken the teachers’ sense of competition and power of self-improvement. Because of the teacher exit have no instruction standard and restraint mechanism, the power will be abused. The lawful rights and interests of teachers’ will be damaged by the manager of the school when the teachers exit. With the reduce of students in primary and secondary school, teachers more and more, the social insurance system will be established and perfected. Under the guidance of the education law, establish teachers exit mechanism is necessary and possible.According to the figures show of the ministry of education,teachers’ reduce mainly in rural and urban, respectively59.3%,24.2%, city opposite less, only16.5%between2004and2009.In order to know the present situation of teacher exit, I have do a questionnaire survey in S district of ChongQing with120rural teachers, interview related school leaders and education department leaders. On this basis, I have to learn about the current situation of the teacher exit mechanism according to the education laws and regulations, find out the problems. The problems mainly include:The management of teacher exit mechanism is diversification, power decentralized; The exit object is unclear and the teacher exit is lack of program guidance. The exit manner is single, mainly adjusted in the school. Excellent teachers exit initiative, unqualified teachers are difficult to exit. Contributing to these problems the main reason is teacher management regulations is not sound, the management process lack of legal basis, the influence of the old teacher management system, teachers’ legal status define fuzzy, lack of scientific and strict teacher exit evaluation mechanism and Social security mechanism.This paper mainly have teachers exit mechanism as the breakthrough point, expect to built the perfect exit mechanism through Regulating incompetent teachers’ identifying program, exit, broadening the channels of teachers exit and perfecting teacher social security system. The teachers exit mechanism will guide and supervise the teacher exit, Optimizing the team, improving the teachers’ quality.
