Without a high leveled teaching staff, there is no quality education. In recent years, in both rural andurban areas, some of the primary and secondary school teachers who cannot perform educational duties stilltake a share or quota. Because the schools don’t have exit mechanism, there is no way to bring in freshblood. It is a common case that hundreds of graduates strive to engage a teaching position, leading toinsufficient absorption of talents for schools, which in turn affects the development of basic education as awhole. In order to improve the quality of primary and secondary school teaching staff and enhance a soundteaching management system, it is a must to establish exit mechanism for the schools. This paper studiesand analyzes the current situation for primary and secondary school teachers to exit through literaturesearches and research, on this basis the author proposes to establish the exit mechanism for primary andsecondary school teachers, in the hope to save the awkward situation in teaching system.Though some attempts have been made, such as to clear up temporary teachers, employteacher-exit-triage policy, reform teacher recruitment system, some problems are still there in urgent needto be solved. These problems include serious deformation of the policies, simple dismissal of the temporaryteachers, mono model of teacher evaluation index and methods, non-standard specification for teachers toexit, imperfect welfare system and unsound supply system after the exit, etc. These problems have deepercauses, for instance, defected guiding ideology, unfair assessment system, unprofessional ethics code orexit mechanism, unreasonable allocation of education resources under the dual structure of urban and ruralareas, unsound decision-making and supervision of exit mechanism.From this, the paper prompted the countermeasures of perfecting the exit mechanism from conceptfoundation, standards establishment, institutional construction, funding aid and systematic construction fiveaspects.
