For generations,education is the fundamentally long-range task;for education,teacher is the long-term priority.Teacher is the primary resource of education.To have excellent teachers is to ensure qualified school education.From 2011 onwards,China began to implement teacher qualification examination on reform,at the same time,a 5-year cycle of primary and middle school teachers qualifications registration system on a regular basis in the country's 22 provinces and municipalities places,faced a new round of China's elementary education reform,teachers of traditional industry "not only into" mechanism is already being broken.In the schools of the future in education,teachers' retreat has a new "threshold." The national plan for medium and long-term education reform and development(2010-2020)clearly put forward:To improve the management system must strengthen management of teachers and the exit mechanism of teachers.As an important policy issue,the improve on exit mechanisms has a great theoretical and practical significance on improving middle school teachers and primary school teachers management system,improve teachers ' overall quality and the teachers' registration policies.This research mainly adopts literature analysis and research methods.Firstly,relevant research results of domestic and foreign teachers exit problems were investigated and classified and summarized;secondly,through to the Guangxi,Guangdong,Jiangxi,Yunnan,Sichuan and other 15 provinces(area,city)survey were 818 public school teachers and principals in primary school the of 26 principals and 5 in-depth interviews,the education administrative departments of the county leadership,collect the status quo of teachers from the data and facts,comprehensive understanding of the current situation of primary and middle school teachers exit mechanism.Then,based on the careful combing survey data and the analysis of the exit mechanism of teachers in the establishment and operation of process problems,difficulties and reasons.The main results are as follows:first,the current primary and secondary school teachers exit mechanism including the problems of teachers' exit object blurred,teachers from the standard is not unified,teachers quit treatment principal is not clear,the way to exit is single and the program is lack of standardization;second,causes of the problems of primary and secondary school teachers and the exit mechanism of teacher management system has limitations related to teacher management regulations is not perfect,affected by human factors and social public opinion,lack of teacher evaluation system the science teacher,after the end of the social security system is not perfect and so closely related.Put forward corresponding countermeasures and suggestions for the final optimization of primary and secondary school teachers in the exit mechanism of this research:the perfect exit mechanism must be established by the ethics assessment and teaching performance focus on primary and secondary school teachers,teachers make clear exit decision standard;full implementation of registration system for regular qualified teachers,strictly implement the relevant provisions of the registration;improve the teacher management regulations,clear teaching Division exit processing agent;encourage promulgated in accordance with local teachers team construction needs to exit way,exit channels of smooth teachers;teachers pay more attention to the right of appeal,teachers and standardized exit the program and establish a sound teacher evaluation system,teachers from the social security system and a scientific and reasonable primary and secondary school teachers complementary mechanisms.
