Research On The Management And Control Of Scientific Research Funds In GC University

In recent years,with the continuous expansion of tertiary institutions' research scale,research funding has been increasing accordingly.Research funding management has become the focus and difficulties for university financial management.This paper will use Analytic Hierarchy Process to assess multiple aspects of GC university's management status,including organizational structure,budget management,accounting management,performance management.The analyses are based on theory of internal control,budget management,performance evaluation and adopt a combined approach of literature and case studies.Meanwhile,the paper will also learn from advanced university research funding management expertise both domestically and internationally.Based on the evaluation results of the research and field investigation,this paper will conduct in-depth analysis of the problems existed in any aspects of university research funding management and their corresponding causes.Finally,for those specific problems,this paper will optimize the research funding management and its controlling mechanism,thereby improving research funding management capability and efficiency.In conclusion,this paper has discovered several issues in GC university's research funding management process,such as weak organizational collaboration,unreasonable budgeting,low budget auditing and enforcement,inadequate control of key accounting risk points,incomplete index of funding performance evaluation system,unscientific evaluation methods.To resolve those problems,this paper suggests to establish a research management committee firstly to optimize the structure of research funding financial management and strengthen GC university's organizational management capability by enhancing all faculties' funding management.Secondly,GC university should improve the budgeting methods,enhance the budgeting review standards,and strengthen budgeting implementation control,thereby research funding budgeting management.In accounting processes,GC university should strengthen critical accounting point control.Through the establishment of comprehensive research management information system,GC university could improve the efficiency of information transfer among all departments.Last but not least,GC university should improve and refine its research funding performance evaluation and incentive mechanism to stimulate the enthusiasm of researchers.
