Studies On University Presidents’ Role In Public Governance Of Higher Education

Principal is the soul of a university and guide of its reform and development. Requirements of principal’s role are closely related with changes of politics, economic, culture and higher education. With the advent of globalization, establishment of market economic system, expansion of university autonomy, higher education popularity and extensive development of public governance theory, environment and problems of higher education are becoming increasingly diverse, complex and dynamic. Traditional roles of university presidents can not meet requirements of the new situation, which is difficult to solve the increasingly complex issues. This prompted us to think about the traditional principal management, reorient university presidents’role. Under the new situation, the study is inevitable demand of times, is objective need of higher education development, and also is a topic to be solved.Paper is divided into five chapters. The first chapter is introduction, including the background and meaning, current research at home and abroad, contents, methods and innovation points; The second is a basic overview, including definitions of related concepts, characteristics of public governance of higher education and the theoretical basis; The third, compared with the traditional features of principals, the author analyzes characteristics and needs of university presidents’role from the perspective of public governance of higher education; The fourth, the author analyzes barriers of university presidents’role in public governance of higher education and puts forward countermeasures and solutions; The fifth is the conclusion of this paper.The general methodology is the dialectical and historical materialism, specifically literature access method, comparative analysis, etc. In new environment the university presidents’role is analyzed from different angles of participation subjects. Comparison with single angle before, the research is of certain innovation. In beginning of the century, rational research of university presidents’role requirements and approaches is of great significance for the sustained and healthy development of university in the complex background of social transformation.
