Higher education now represents the most significant part of growth of the globaleducation industry. Higher education in China has experience a rapid developmentwithin these two decades. Chinese authority emphasizes universal higher education asan importance state policy. As for plenty of old colleges are grouped and expanded.New schools are born. Since then, the higher education is no longer a thought of eliteeducation but a trial of education for all the people. This new trend has provided aunprecedented opportunity for civilian-run higher education. Education which isregarded as an quasi public goods is also a mixed goods. It has to be generally servedto the public. However, the characteristic of being a limited resource makes it onekind of the selectional public goods to the people. As a supplement for publiceducation, civilian-run higher education originated from the encouragement of thestate education policy. After20years of development, the progressing speed andquality of civilian-run higher education can not follow up with the advantages ofpublic higher education any more. Compare with public higher education, civilian-runhigher education has very few financial supports from the state. And it has enjoyed nospecific policies and no guarantee for getting the high quality students. Event thoughit’s a supplementary part of public higher education, but its supplementary space istighter and tighter.This article is to study on the status and the issues existing in the development ofcivilian-run higher education of Guangdong province from the perspective ofreviewing the obstacles faced by civilian-run higher education. It shows theimportance of the public policy’s impact on the development of civilian-run highereducation. It also learned from the status quo of the reform and development in otherforeign countries. It explored the origin and cause of the obstacles throughgovernment regulating point of view. It deeply went inside the deficiency from anglesof legislation, policy and supervision. It provided some suggestions and strategies ofinnovation at Concept, law system, policy and supervision.The special point of this article gave out a solution to introduce the partnership ofeducation interest group which is still ignored by Chinese academic circles. Theirpartnerships will bring up foreign education resources with premium quality. It willencourage participation of corporate and other business forces on the research ofscientific projects initiated by civilian-run higher education and let all the party enjoy the tax reduction or exemption.
