With the development of economy, the relationships between different countries are strengthened.As English is one of the most widely used languages in the world, the listening and spoken skills are playing a more and more important role in the process of language communication.In our country, the primary school is the initial stage of learning English, so the cultivation of listening and spoken skills is very important. In the 2011 version of the "Compulsory Education Curriculum Standards in English" clearly pointed out that primary school students in higher grades should achieve the secondary goals in listening and speaking: First, they can understand simple words or recording materials with pictures, images and gestures; Second, they can understand stories,as far as to recite the stories with the teacher's help; Third, they can understand simple questions and commonly instructions in classes and even take daily expression into practice; Fourth, they can make short dialogues about people and family; Fifth, they can make brief description on common topics etc. However, affected by many factors, the primary school English Teaching in China pays attention to the students' reading and writing skills, instead of the listening and spoken skills.Some students can take good grades in the English tests, but can't understand English and speak it out, so that it doesn't reflect the practicality of English. To change this situation, we must start from the primary school to strengthen the English listening and speaking teaching, and to improve students' listening and spoken skills.On the basic of researches of primary school English listening teaching, taking higher grades students in Hohhot B primary school as theresearch object, deeply knowing the current situation of higher grades English listening and spoken teaching with the method of questionnaire,interviews and observations in classes, depending on the analysis of problems and cause of formation, we offer a proposal to strengthen English listening and spoken teaching for primary students.The study found that higher grades in primary school attaches great importance to training students' reading and writing skills in English teaching. Primary schools held English Shouchao Bao competitions, the sixth grade English words competitions and other activities to stimulate students' interest in learning English. However, there are many problems in English listening and spoken teaching in primary school. Such as less time on listening and spoken teaching, single teaching methods and content, poor language environment, and students' weak listening and spoken skills. In view of the problems, this study focuses on three aspects of school, teachers and students to analyze the causes of the problems of English listening and spoken teaching in primary school.To strengthen the English listening and spoken skills of higher grades students in primary school, schools should create a good listening and spoken teaching conditions, strengthen the construction of teacher team,reform and improve the English examination evaluation and construct a better English campus culture for students learning.Teachers should make efforts on the following six aspects. First, they should develop the students' listening and spoken skills effectively. Second, they should improve their English ability of language expression.Third, they should create a better atmosphere in English classes with flexible and diverse teaching methods. Fourth, they should construct a harmonious relationship between teachers and students. Fifth, they should arouse students' interest in English listening and speaking. Last but not least,they should enhance the communication with students' parents.
