Jiang Zemin pointed out at the third national education work conference:”facing the challenge of the world rapid development in science and technolog, we have to enhance the depth of understanding in strengthening national innovation ability,because it refers to the thriving of the Chinese nation.In this respect,education undertake the special mission in cultivating innovative spirit and innovative talents. ” The cultivation of innovative talents plays a key role for promoting the national comprehensive strength. However, the cultivation of innovative talents is not achieved overnight, which should follow the inherent law of growth. And it is gradually developing on the basis of Children's innovation quality protection and development. Young children's independent innovation spirit is a gift of human nature. Intense curiosity, imagination and untiring exploratory behavior is the most solid foundation for innovation.First of all, This paper based on literature review, carding the innovation talented person's competency model. Second, this paper builds the talent quality tree model within above-mentioned framework. The last step, it further set the innovation quality system between 3 to 6 years old children. On the basis of existing achievements, I developed the “one day activity observation checklist” and the outline of interviews which according to 3-6 years old children's characteristics. I interview six different levels kindergartens, from which extract about 387 school-age children and a number of teachers as investigation sample. I record and analysis survey data of children's one-day activity, which from the cognitive dimensions, practical dimension and emotional dimension. Then I found the following points.Firstly, young children's innovative quality development presents a certain regularity. Early childhood itself has the potential of innovation, especially young children 3 to 6 years old. And they present different levels of development in terms of what motor skills, cognitive level and innovation ability, which lay a foundation for innovation quality of ascension.Secondly, educators has a lot of problems in education activities. For example, they don't have fully understand on young children's innovative quality, they exist bias in the education idea, they do some not enough scientific approaches. Above these virtually cracked down the children's spirit of innovation, hindered the development of children's innovative quality. Most of kindergartens exist problems. Such as, the courses have nothing to do with the development of children's innovative quality, the establishment of environment is not enough novel, the children of 5-6 years present more obvious trend of "primary school". These contain the children's development innovation quality.This study contend to protect and develop moderately the 3-6 years old children's innovative quality, after analyzing the reasons of the above problems and searching the foreign advanced concept and the experiences of kindergartens in China. To adhere to principles of helping themselves develop freely, and to call for providing loose innovation environment and carrying out the innovation education moderately at the zone of proximal development. This paper put forward the corresponding suggestions in below respect: to updated concept of educators, to train educators teaching methods, to exploit vivid and effective curriculums, to create open and free environment, to transform evaluation mechanism, to construct innovation resources sharing platform.
