As the first important integrative point between the first science and technology human resource productivity, higher education has a very important position and role in national development.This thesis firstly analysis the attribute and quality of the innovation in the educational environment, propose the quality attributes of innovation about dimensions of the combination of knowledge, this allows developers to meet the definition of quality of innovation and the starting point for studying the fundamental goal. Secondly, this thesis defines the definition and properties of human resources among undergraduates, and offers that higher education’s mission is the integration of resources through education and education-mode architecture in the knowledge economy circumstance, to foster innovation and develop the quality of this university as defined by human resources, career development counseling for undergraduates and human resource management in the convergence point for individual students. It is the undergraduates’learning ability of human resources. At last, this will be the ability of students knowledge structure (learning ability) as a starting point to complete the college counseling and career development of human resources management in the organization of the micro context of theoretical exploration and effective interface between the operating system construction.In theory, this thesis has a formation containing the rules to understand and grasp, operation mechanism and management system to build, integrate educational resources, ways and means of implementation, performance evaluation model, including the construction of the theoretical system.In practice, this thesis develops and constructs management system software with the theoretical system and the actual teaching management, and establishes a network platform for the integrated management of innovation and quality of undergraduates.This thesis t finds the path of innovation and quality of training options on the perspective of human resource development training for students’ mechanism of innovation and quality, research perspective, the study of the characteristics of analysis, from the motivation and incentives, innovation environment.To build Human Resource development model, it is mainly from general education, career planning awareness training, including self-employment, entrepreneurship capacity-building, innovative teachers, evaluation system and security system.To predict future data evaluation, to find a more scientific method, the methods by AHP AHP and fuzzy comprehensive evaluation are built for the students’ quality training system for empirical evaluation, and support vector machines for students’ creativity assessment and school innovation level of training for machine learning, for the use of the training set.An index system is built according to a guide of the management theory as to build with models and conclusions based on analysis methods, in order to achieve scientific evaluation system to make objective and fair evaluation of the results of comprehensive theoretical and practical results, a complete solution is designed by SQL Server-based database, Web server, OLAP technology, it will achieve the overall quality of students’ innovative dynamic analysis evaluation, early warning of abnormal trends, and promote the standardization of management, reduce the subjectivity of human evaluation through information systems and innovation and quality management for college students.This thesis has innovation on the main entry point from the research points of view, on the innovation of marginal theory and the practical application. The thesis provides a new idea of Human Resource-based perspective to form innovation of education for university students training model. The model will has a certain significance to improve the innovative capacity of universities to train the undergraduates.
