Teaching assessment is an important part in education assessment. Teacher evaluation aims at improving teacher's education quality, promoting teacher professional development. Since reform and opening, many state schools carry out various forms of teacher evaluation activities in accordance with national regulations and school management practice. Nowadays, the national curriculum criteria for primary and middle schools have been implemented, the curriculum reform will inevitably cause a series of reforms of teachers assessment in perception, content, standard and methods. How to adapt to the latest development of Chinese educational reform, how to found and improve teachers' evaluation system effectively, those arc the problems that educational managers face nowadays. As a matter of fact, evaluation and teachers' professional development are indivisible.In this research, I investigated the situation of primary school and middle teacher teaching evaluation in the Dongsheng District of Ordos. this essay tries to look for the gap between the primary and middle school teaching assessment and the development of modern assessment of theory and practice, nowadays there are still a lot of problems existing in its practice Objective to evaluate confined to the punishment of teachers; content of assessment laid particular stress on the process with contempt; evaluation subject lack of teachers participation; flood evaluation method of the single scoring system; the evaluation standard of the subjective factors too large and other problems. Then adjust the evaluation objectives consistent with the education and teaching value orientation; develop with humanistic spirit evaluation, pay attention to the teacher professional development; teaching evaluation contents to value judgment and quantity evaluation combined; strengthen the evaluation of the teaching quality, the teaching effect on many aspects; the formation of function pay attention to evaluation, develop effective teachers incentive system; teaching evaluation in strict accordance with the requirements of quality education and innovation education; establishing characteristic evaluation model according to the actual situation of the local school; create multi participation mechanism, set up teaching evaluation supervision platform eight improvement measures, in order to clarify the relationship between the work and the evaluation of teachers' teaching enthusiasm, work efficiency, and the growth of teachers the professional development of teachers, explore a scientific and reasonable teaching evaluation system.
