The teachers in primary and middle schools are the key of developing our country's elemenary edcation. Success in teacher evaluation in primary and middle schools to develop towards scientific direction, but also help to improve all—round quality of the teachers in primary and middle schools. At the mean time, teacher evaluation has important influence on the reform of new course in Chinese elementary edcation, and it helps Chinese elementary education realize quality education more quality.Although people at large have realized that the importance of teacher evaluation in new circle's course reform practice, there are some problems existing according to some questionaire and interviewing from a part of teachers and schoolmascers. This dissertation by reading relative document about inland and oversea teacher evaluation in primary and middle schools combines actual investigation .And on this base,it puts the emphasis on illustrating main existing problems in Chinese teacher evaluation and putting forward a series of theoretic ideas and concrete countermeasures for solving these problems.The dissertation can be divided into five parts.In the first part,an introuction gives the necessity and importance of teacher evaluation in theory and practice pointing out the serrous conflicts in the current practical teacher evaluation and emphasize the urgen of improving and perfecting teacher evaluation. It also emphasizes in the article which mainly studies the courrent problems of primary and middle schools teacher evalution, the purposes and methods of the study. In the second part ,it is the defintions of main conceptions.In the third part ,I dissertate the course of teachers in primary and middle schools in our country,Taking the developing time of teacher evauation as the clue, I concretely comment on the system of teacher evaluation in each period, and further introduce corrent situation of teacher ecaluation in primary and middle schools in new curriclumreform in our country.The fouth part is one of the emphases in my article, which mainly studies the current prblem in Chinese new course reform. Taking the documentary reseach as well as the investigation,seven main problems are found existing in the system of the primaty and middle school teacher evaluation.The first is that the current system of teacher evaluation can not catch up with the developmert of new course. The second is that the current primary and middle school teacher evaluation takes rewards and punishments as its purpose and starting which can not embody the ideas of the new course. or serve for it .The third is that the corrent teacher evaluation puts school administrative management in the first place. which lacks exchanging communication between estimators and the opposite. The fourth is that the current teacher evaluation trend has emerged complete quantification particular. science. The fifth is that the current teacher evaluation stiel contains posterty, subjectivity, fuzziness and one—sidesness which can not meet the need of new course. The sixth is that process evaluation and fircished evaluation are separated. The seventh is that the current primary and middle schools teacher thought that it's impossible to encourage them to improve their teaching effectively.The fifth part is the most important part in the dissertation that states some theoretic ideas and conccete countermeasures for solving those existing problems in the system of teacher evaluation in new currculum reform. Taking the educatronal evaluation theory as the base,and according to the existing problems in teacher evaluation in primary and middle schools, I put forward seven piecesof advice. The first is that improves continually the system of teacher evaluation in primary and middle schools.The second is that deals with property the relationship of judgement between rewards and punishments and devecopment evaluation, and shows developing functions,The third is that makes evaluation subjects become mary faceted,and stresses teacher's main position in the evaluation. The fourth is that insists on the combination with quantitative and qualitative evaluation,and takes quality and apability seriously. The fifth is that combines clear criterion of evaluation with individual evaluation, and pays moer attention to the personal difference of teachers in primary and middle schools, The sixth is to perfect the content of teacher evaluation and to value evaluation of teacher's practical knowledge. The seventh is to feedback timely and correctly the result of teacher ecaluation, so as to bring the positive effect of teacher evaluation in primary and middle schools into fall play.
