With the new request of network society development, the new expectation of educational goals, and the demand for undergraduate self-development, the cyber ideological and political education of college students experiences four stages of preliminary contact, initiative construction, further development and general improvement, which reflect the characteristics of the times that the educational idea is kept update on, the educational content is constantly enriched, and the educational method is constantly improved. Based on the logic, this paper systematically analyzes the development of concept, content and method for the cyber ideological and political education of college students from both sides, and put the sporadic results at different times and angles together, which promotes the scientization and totalization for the cyber ideological and political education of college students.The concept development for the cyber ideological and political education of college students mainly reflects In the change of intrinsic nature, which specifically represents the understanding view, sense of mission and development view for the cyber ideological and political education of college students. With the negative effect of touch net, the new field of network creation, and the content of network trust, the concept development of cyber ideological and political education of college students roughly experiences three stages of education control, communication guidance and content service. In the future, the location of network for the cyber ideological and political education of college students should be turned to intangible management from tangible management. In the future, the content development for the cyber ideological and political education of college students should combine systematicness with incompletion, political with grass root, dominance with diversity, and stability with epochal character.The method of the cyber ideological and political education of college students is decided by educational concept and educational content, which is accumulated by educational practice experience and cognition achievement with theoretical knowledge form, instrumentalization application form, and scientific management, that is composed of cognizance method, implementation method, and management method.The development history includes publicity reasoning with the major tool of theme website and email, conversation dredging method with the major way of BBS, blogs and instant communication tool, permeation infection method with the focus on micro-network platform. In the future, the development will be directed at intelligent, modern and integrated.
