Local universities have developed rapidly, which has become an important part of higher education in our country. Teachers are the core strength of the reform and development in local universities, and the ones who shoulder the great mission of training talents, science and technology innovation and serving society. An important problem in the management of teachers in local universities happens that how to improve teachers' initiative and enthusiasm for work. A good motivation mechanism can effectively stimulate the potential of teachers. As an important form of the income distribution system in local universities, allowance system plays a very important role in mobilizing the enthusiasm of teachers and promoting the development of universities.As a professional group with more knowledge and higher quality, the work of local universities teachers is free, and is not easy to quantify. Therefore, the distribution of them can not fully use the theory of distribution according to work, but should establish the distribution system with distributing according to one's work as the principle part and other factors as the supplemented part. Allowance system means that teachers' knowledge is involved in the distribution, which not only improves the treatment of teachers, but also reflects fairness. After the implementation of the allowance system in local universities, the attractiveness of the academic profession has been enhanced. A large number of talents have flooded into local universities to supplement and optimize the teaching staff. At the same time, teachers have released their work enthusiasm and potential, greatly improving academic productivity.However, the allowance system also gives teachers a guide on the deviation. It is undoubted that allowance system lets teachers improve their income and tear away the clothes of poverty in them through their own efforts. It also acknowledges the value of academic profession for teachers' survival. This idea lets some teachers fall into the pursuit of profit. For instance, some teachers compete in taking classes while not try hard to do creative research; some strive to be the administrative leadership while decrease the cooperation.How to make the allowance system more perfect and realize the value of it is the question that this research has been thinking about. Based on the angle of motivation,this paper analyzes the realistic rationality, development, practical effect and existingproblems of the allowance system in local universities of our country, absorbs the experience of university teachers management abroad, and puts forward the idea allowance system in local universities. Not only should the local universities gain the external resources, for example the state set up the policy of raising teachers' salaries,and broaden the sources of money income for the local universities, they also should,based on their own development strategy and financial situation, establish a reasonable assessment system, develop a practical model of allowances, continue to open the allowance gap, and reflect the fairness of distribution. Through the study of the allowance system, the author hopes to be able to develop a more reasonable allowance system in local universities to provide reference suggestions.
