| At present, the crisis of the aging population is increasingly aggravating,the growing elderly population of China's urban and rural increased year by year, in this background, on the one hand, owing the lack of the system ,some old people lacked proper old-age pension security, on the other hand, due to the acceleration of the rapidly aging population,the elderly population has more demands on the old-age pensions insurance, medical insurance and other social security projects. Aged allowance system is a kind of unpayment old-age pensions insurance system ,which builds on the basis of citizenship expend,it does not only satisify the demand of the old,but also remedy the lack of the system, consequently, the establishment and perfection of the aged allowance system is imperative. Currently,the aged allowance for city residents of Liaoning province is in a certain condition of initial stage, basically a part of cities only carried out the living subsdies system for the advanced age , and the system exists such problems as higher age condition, narrower coverage,lower benefit standards ,bigger regional difference and immature unifiable and coordinating mechanism, which makes the eldly can not get effective guarantee on the basic living standards, let alone enjoying dignity and respectable old age life, thus, it is easy to cause new social inequalities, which maybe influence social stability and harmony.This text based on the analysis of urban residents aged allowance of liaoning province, constructed the mathematical model of Pay level of town residents aged allowance of liaoning province, carried on quantitative research for the pay level and adjustment mechanism from supply and demand, moreover, calculated and analysised capital supply and demand and government financial burden of varied schemes which based on the different qualifications, different payment standard , in orde to reaching scientific method and adjustment mechanism to determine pay level of the aged allowance reasonably. Finally, put forward related policy suggestions of determinating the aged allowance standard reasonabley and reducing the age conditions gradually, raising the pay level of the aged allowance gradually, setting up automatic adjustment mechanism of subsidiary standard, expanding the channels of financing and perfecting coordination mechanism with other social security systems.In this paper, mainly divided into five chapters except introduction, the concrete content arrangement is as follows:ChapterⅠ: The first chapter of this paper explained key concepts which involved in this paper, and narrated relevant basic theories. Firstly, defining such concepts as the old-age security, the aged allowance and the pay level of it .Secondly,expounding the theories,for example survival fair theory , lifecycle theory and the old-age compensation theory.ChapterⅡ: The second chapter further researched and analysised the present situation of the urban residents aged allowance of Liaoning province, and expounded the existing problems of town residents aged allowance system of Liaoning province.ChapterⅢ: The third chapter`s research task is constructing an actuarial model about the pay level of the aged allowance , emphatically conducted quantitative research on the pay level of the aged allowance, determined the automatic adjustment mechanism of the payment standard , meanwhile , forecasted the urban residents aged allowance standard from 2010 to 2012 in Liaoning province .ChapterⅣ: This chapter's task is measuring and analyzing capital supply and demand of the aged allowance and financial burden which in the basis of the town elderly population prediction from 2010 to 2020, designed varied plans which based on different qualifications , different payment standards.ChapterⅤ: The fifth chapter is the part of conclusion, it made multi-angle policy research on establishing and perfecting the urban and rural residents aged allowance system and determining the proper payment level closely around the obtained conclusion. |
