As a main motivation mechanism used by many universities, post allowance's use is restricted by many condition and factor. So the study of allowance is very important. In this paper, after the analysis of the university teachers' status quo, characters and demand, the author use modern manage theory, such as behavior research theory, motivation theory, studied the benefit evolution method, assess method and implement of post allowance carefulness. The author studied following aspect in detail.First, after the study of the research status quo of post allowance, suggest studying post allowance under the direction of the behavior research theory, motivation theory.Second, studied the teachers' character and needs in university with the direction o f the H ierarchy of needs theory and behavior research theory. Post forward the use principia of post allowance aim to the teacher motivation problem.Third, studied the motivation benefit and use of post allowance with the direction of behavior research theory and justice theory. Put forward several post allowance's use effect evaluation method.Forth, present a teacher's workload calculation method take the facts of university and teachers into account.Fifth, suggest classifying post allowance with clustering analysis method. The author also gave an example this method.At last, the author studied the implement method of post allowance.
