University is an indispensable element of the state innovation system,and as a basic unit of a university,discipline is an important foundation for survival and development for a university.In light of a military medical university,as a basic discipline for medicine,basic medical disciplines bear the mission to cultivate health professionals for clinical medicine,preventive medicine,nursing and other health sectors,whose importance in academic status is be undisputed.With the rapid development of modern science,discipline has increasingly detailed divisions with more and more categories,and there have been closer and closer interrelations among the disciplines;the traditional boundary for discipline has been gradually broken,while there have been a large number of interdisciplinary and multi-disciplinary comprehensive and overlapping subjects,which gradually evolve from disciplines to discipline clusters,and progressively transform form disciplinary study in the mode of dispersed and individual combat to concentrated and cooperative combat,namely,the transform from “little science” to “mega science”.In October 2015,the State Council has issued(Guo Fa(2015)No.64)Overall Plan for Boosting Construction of World-Class Universities and First-class Disciplines,which clearly puts forward a new requirement of “double first-class”,namely,taking a broad and long-term view to establish “first-class universities” and “first-class disciplines” to make the Chinese dream of being powerful in higher education come true.How to realize the great aim of “double first-class”? At present,it has become a bottleneck for construction and development of basic disciplines for how to compact the existing discipline orientation,strengthen team building and integrate the available resources to establish a preponderant discipline team with reasonable organization,optimized platform,sound mechanism and distinct features.Conforming to the times,discipline clusters gradually transit the discipline structure in the mode of dispersed and individual combat to comprehensive and multi-disciplinary researches through innovation on the modal of discipline organization,which has mighty competitiveness and cohesion with fundamental significance for universities and colleges to optimize discipline structure,enhance quality for cultivating compound talents,improve competitive strength for scientific researches and optimize resources allocation,etc.as the only way for construction of world-class universities and first-class disciplines.With the development of discipline cluster construction,a batch of discipline clusters have been successively formed in well-known universities and colleges in China,such as Zhejiang University,Fudan University,Shanghai Jiaotong University,Shanghai Tech University,Sun Yat-Sen University,etc.ObjectiveIn order to look into the development status of construction and development of basic medical discipline clusters,learn the advanced thought and experience about discipline construction during transformation development and discuss the construction model for basic medical discipline clusters in military medical universities,an assessment indicator system for construction of basic medical discipline clusters has been established in this thesis through literature review,visiting and investigational study,seminars and expert interviews,etc.,while evaluations have been made on three discipline clusters under optimization and reorganization in the College of Basic Medical Sciences in line with the indicator system,which shows that the evaluation results are reliable and conform to the practical situation of the college according to the analysis.The thesis holds that the establishment of the indicator system can provide a certain theoretical basis for comprehending factors that have influence on construction of discipline clusters,ceaselessly optimizing construction of discipline clusters and promoting unceasing upgrading of discipline clusters construction.Methodsresearches were made in the thesis on how to form an indicator system for construction of basic medical discipline clusters through literature review,visiting and investigational study,seminars and expert interviews,questionnaire,analytic hierarchy process,experts ranking method,etc.ContentsFirst,the thesis put forward a preliminary scheme about the indicator system for construction of basic medical discipline clusters through literature review,visiting and investigational study and seminars.Second,in view of the second round questionnaire inquiry,verification was made on the indicator system by methods and means of expert interviews,questionnaires,goal decomposition,inductive merger,AHP,expert ranking,etc.4 Level I indicator systems and 8 Level II indicator and scoring standards have been established for construction of basic medical discipline clusters.Third,Construction of discipline clusters in the College under cooperative innovation was optimized and recombined based on the system with 3 clusters established.Meanwhile,in order to verify the feasibility and reliability of the system,the thesis made evaluation and analysis on 3 discipline clusters based on the indicator system,which shows that the results conform to the actual situation of the College with reliability.Results and conclusions1.An indicator system has been established for basic medical discipline clusters,which can be divided into 4 Level I indicators,8 Level II indicators and Level II scoring standards.Level I indicators are composed of team composition,technological innovation,teaching ability and platform construction,whose weight is 0.3046092,0.2765531,0.2364729,0.1823647 successively;8 Level II indicators and weight are talent competition(0.5161336),potential competition(0.4838664),academic innovation(0.5202318),cooperative innovation(0.4797682),teaching work(0.5069257),teaching quality(0.4930743),platform support(0.5123871)and management support(0.4876129);2.The scoring standards at four levels of Level II indicator give an overall summarization to main contents and characteristics of discipline clusters construction,namely,distinctive talent team with good quality,ability to bear the state major scientific research tasks,innovative team with outstanding achievements in scientific researches,system for talent cultivation with quality-oriented education as the core and innovation ability training as the key,preponderant discipline platform with bright features and powerful science and technology competition strength.3.The evaluation on 3 discipline clusters under optimization and reorganization in the College shows that there are problems for construction of discipline clusters: though benign development has been formed for discipline clusters in the College,with the composition of preponderant discipline clusters,support discipline clusters and basic discipline clusters,there is better development space;we strongly hold that through construction of discipline clusters,the College will have more achievements with high standards and innovation,while can make steady headway for the development strategy of “first-class basic medical sciences”,so as to make new and greater contributions to build a globally famous medical university.
