| As one of the public policies for the government to allocate public resources and manage colleges’ academic environment,the evaluation and employment system of College professionalization is considered one of the main directions of public management research,which is also profoundly impacted by the macro system of social politics,economy and culture.Therefore,we need to make government,society,colleges and teachers get more involved so as to further promote the reform of College professionalization system in China.Since the founding of the People’s Republic of China,the evaluation and appointment system of teachers’ titles has shown a changing track from appointment system to evaluation system and then to appointment system.Since the Reform and Opening up,the evaluation and employment system,as the core part of personnel system in universities,has drawn great attention and has been discussed by theoretical researchers,practitioners and teachers.As an important basis for the appointment and assessment of salary and career development,it has direct impact on the development of disciplines and academic ability.Besides that,it promotes university teachers’ creativity and enthusiasm toward working.And thus,it also ultimately decides the competitiveness of Chinese colleges and universities in the world.In the process of adapting to the reform of economic system in China,the system has been undergoing a lot of changes and development,which makes the appointment system become the main mode.However,many problems were exposed in practice,the system still needs to be improved.For that reason,one of the urgent problems to be solved is how to carry out the reform of the title system of universities smoothly.The question also directly affects the development level and colleges ’ competitiveness in China.One of the important premises to solve this problem is to study the changes of the systems,that is how we can make a full understanding of the history and put forward opinions on the existing ones.Therefore,it shows great necessity to study the changes of the title system.By using literature review method,this paper sorts several crucial stages of the reform and development of the title system from a historical point of view,analyzes its characteristics,and conducts a systematic study on the changing process of the system.Based on a comprehensive discussion of reform process of the title system since the Reform and Opening up,this paper summarizes and analyzes the current title system of university teachers and puts forward its own ideas for the future reform of the title system of university teachers. |
