Research On The Development Of Hierarchical Classification Of Regular Colleges And Universities In Henan Province

National mid-term and long-term education reform and development program outline (2010-2020) requirements to establish a classification system of colleges and universities, implementing classified management, guide the rational orientation, do the characteristics at different levels and in different areas, striving for excellence. To carry out the national education planning outline, Henan Province started "the development plan of classification of colleges and universities" in 2015. Through collected the relevant data and characteristics of common higher education in Henan Province, the research analyzed the current situation of higher education development in Henan Province, to find the influence of problems and reasons of the classified development of regular colleges and universities in Henan Province, put forward the strategy of hierarchical classification and development of regular colleges and universities in Henan Province. The important is that on the basis of "the development plan of classification of colleges and universities", reference to domestic and foreign related research results and some provinces and cities to implement the policies and measures, comprehensive consideration of various factors proposed for Henan Province, more specific, operable colleges and universities stratification classification scheme and standard, to provide a new perspective and reference for higher education policy makers, managers and participants.This research is divided into four parts:The first part is the research background, purpose and significance, domestic and foreign research status, research contents, ideas and methods, possible innovations.The second part is the definition of the relevant concepts of the hierarchical classification of colleges and universities, China's administrative hierarchical classification method, some provinces and cities of the hierarchical classification management.The third part is the analysis of the development of hierarchical classification of colleges and universities in Henan Province, including the analysis of Henan Province higher education, the analysis of "the development plan of classification of colleges and universities in Henan Province", discussion on the problems and reasons.The fourth part is on the basis of "the development plan of classification of colleges and universities" in Henan province, draw lessons from domestic and foreign colleges and universities hierarchical classification theory, scheme and the practical experience, proposed the Henan Province regular colleges and university stratification classification specific plan and the standard feasible suggestion.The fifth part is about the problems of Henan Province in the development of hierarchical classification of regular colleges and universities, including three aspects of government, universities and society to deal with the strategy.
