Classification of higher education institution is the hot topic of the field of the higher education of world.There are some excellent experiences of Classification of higher education institution around the world,for example the Carnegie Classification in the US,the International Standard Classification of Education issued by the UNESCO,the U-MAP in Europe,and the classification of higher education institution in the UK,Germany,Japanese,Australian and so on.This paper not only discusses the profile of the classification of higher education institution around the world but also analysis the situation of classification of higher education institution,analysis the problems and reasons of the classification of higher education institution and constructs the framework of classification,finally made the empirical analysis the classification of higher education institution about 58 higher education institution of Liaoning.Firstly,in the first place,we described the background,significance and thoughts of the research,defined the relevant concepts.In the second place,we analyzed the current situation and achievements of the relevant research at home and abroad,and the problems of the classification of the higher education institution in our country.Discussed in detail about the Carnegie Classification in the US,the International Standard Classification of Education issued by the UNESCO,the U-MAP in Europe,and the classification of higher education institution in the UK,Germany,Japanese,Australian.China ' s current classification foundation is weak,there are two classifications,one classification belong to nation which has several classification standards cover construct key university,award a degree,membership function,discipline category and form on school management guided by the macroeconomic policy of government.The other classification belong folk which constructed by the experts,such as the classifications put forward by Maoyuan Pan,Shulian Wu,Houfeng Chen,which has great influence in our country.However,there are many problems in the classification of higher education institution in our country.This paper discussed the problems of the classification based on the sides of standards,methods,tools of classification,and analyzed the reasons lead to these problems.Secondly,Constructed the classification framework of higher education institution based on the user-oriented,as the key part of the paper.We should follow the principles of user-oriented,diversity,dynamic,descriptive and multi-parallelism.the purposes of the classification are to provide reference standard for rational orientation of higher education institution,describe the development profile of the higher education institution before the parents and students make a best choice,describe the situation of teaching,research and community engagement in order to attract the higher education institution to take exchange and cooperation of knowledge and resources,provide a criterion for government and educational administration,provide a new classification perspective of user-oriented.The dimensions of the classification of higher education institution based on theuser-oriented conclude teaching,scientific,research,international exchanges,community engagement,student profile,discipline profile and assets of higher education institution.Contain 19 second level indicators 97 third-level indicators.Sketch the indicators and method of classification and plan to use the spss statistical analysis method to make a further empirical analysis.Thirdly,This paper make a empirical analysis for the 58 higher education institutions of Liaoning province based on user-oriented.In the first place,adjust the classification indicators and ensure six dimensions of teaching,scientific,research,community engagement,student profile,discipline profile and assets of higher education institution and explain the source of dates.In the second place,using the principal component analysis,radar map,clustering analysis to take a classification to the higher education institutions.Making a clustering analysis for the higher education institutions based on the six dimensions individually what is the innovation point,in which there is no specific name but to named type1,type2,type3,etc.And each type is also divided into categories.Finally,describing the results of classification.We think that it follow the principle of user-oriented,use the multi-dimension to clustering analysis,pay attention to the diversification of classification results,a classification of describe the profile of higher education institutions through visualization way of radar and tree-form map and descriptive classification.Fourthly,This paper provide a advise for guide classification of higher education institution in our country.Give the suggest from five aspect what are strengthen macro guidance of government,establish classification policy mechanism;focus on participatory of higher education institution,enhance the autonomous right of classification of higher education institution;innovate the indicator of classification,follow the principle of descriptive classification;sound data collection mechanism of classification of higher education institution,strive to diversification of way of data collection.Classification of higher education is far from can be solve the problem through classification framework and empirical analysis,it need to government,higher education institution,academic staff and social make efforts commonly to make the classification of higher education institution more perfect.
