At the present stage of our country, in order to better promote the balanced development of compulsory education in urban and rural areas, the children of weak areas to equal access to quality education resources, the county(District) within the domain of urban and rural teachers exchange activities, and achieved certain results. But at the same time, some problems are inevitable. The research selects a city teacher who is exchanged in G County of Gansu Province, Lanzhou City, Y primary school.This study take observations and interviews about his work and life during the exchanging time, and conducting in-depth interviews of some students of the school teachers and principals, and other related subjects.It will help me to get the comprehensive understanding of the implementation of urban and rural teachers as well as the exchange of policy the relevant subject for this policy attitude.The study found that S teacher is not Y school's and student's "select the administrative departments of education right" object; teachers of Y primary school generally think that the policy is not much help to them did not play its due role; in practice, all the factors leading to S teacher "do nothing";His understanding of the purpose of urban and rural teacher exchange policy is not clear, the exchange has a utilitarian. The dislocation in the implementation, a considerable part of the reason lies in the policy itself the idea and expression is not clear. The exchange is a policy of urban and rural teachers led by the administrative departments of education, resource allocation from top to bottom, rural schools in the process has no right to speak, only can passively accept. This reflects the distribution of the paradigm of educational justice,reasonable allocation that is in the field of education physical education resources, make all the educated enjoy equal rights in the field of education. Thus the macro shows Its limitations: content distribution limited to "can be assigned to the good product";teachers exchange option too concentrated in the administrative departments of education, lead to the exchange of compulsory; evaluation in the same by the education administrative department and the school control, resulting in evaluation is one-sided;under the leadership of right coercion system and teacher exchange easy to breed theconcept of abnormal exchange, resulting in weakening belief education. A series of problems symbolizes the power sector for the vulnerable groups of rural schools neglect.Macro power absolute leads to the micro educational activities, distributive justice show for those who can not be the inability of assignment of emotional and love.Urban and rural teachers exchange policy in support of distributive justice, uphold justice recognized concept. Rural schools and the exchange of teachers is an important subject in the urban and rural teachers exchange policy, their opinions and attitudes are very important for the implementation of urban and rural teachers exchange policy.Therefore, policy should own emotional needs, equal rights, the ability to recognize a respect for rural schools and teachers to communicate and recognize; at the same time,the policy should provide platform for two subjects of rural schools and teachers to communicate and recognize,and to ensure that the policy of each subject can be independently and with dignity.
