In recent years, the teacher's development of our country has made great progress, but the rural teacher's development is continuing problems, many scholars are exploring the law of the development of the rural teachers.The author thinks that, "the power of the rural teachers'development" refers to the creativity and vitality, as well as external measures and strategies to promote the development of rural teachers. It can be divided into inner-measures and outer-measures. And the inner-measure refers to the creativity and vitality of the rural teacher and rural school, including rural teachers'mental autonomy, cooperative exploration and school-based training. The outer-measure refers to the government using national resources to strengthen the construction of rural teachers, including the introduction of new teachers, unqualified teachers' quit, teachers fully flow and compensation for vulnerable teachers.The paper uses literature method, thinking the problems of inner-measure are the lack of the country teachers'subjectivity and particularity, as well as legal protection. The problems of outer-measure are the traditional education system, the lack of relevant laws and regulations, as well as the educational contradiction of "exceed and missing person'To solve the problem, the author puts forward three ways. The first is restoring the rural teachers mental autonomy, including stimulate the rural teachers'devotion and love to education, respect the rural teachers' practical experience, encourage the rural teacher to innovate ideas and methods, strengthen the cooperation between the rural teacher and urban teacher. The second is promoting rural teachers'social status and image, including establish gradient wage system, strengthen the system of subsidies and allowances, strengthen the news media to teacher's positive publicity, set up the law about the development of the rural teachers. The third is strengthening urban and rural teachers'integration and dialogue, including diversified rotational system, set up urban and rural teachers' dialogue platform, create urban and rural cooperation to explore the mechanism, perfect the system of teacher evaluation.
