The Functions Of The Government In The Course Of The Construction Of The Modern University With Chinese Characteristics Research Evolution And Trends

The construction of modern university system with Chinese characteristics is the current topic in the field of higher education, and handle the relationship between the university and government is one of the core content of the subject construction. In 2010, China promulgated the national medium and long-term education reform and development plan outline(2010-2020),which clearly put forward for the first time "Exploring the law of development of higher education, developing modern university system with Chinese characteristics." This marks the development of the modern university in China pay more attention to the connotation, construction along the direction of the higher education with Chinese characteristics to change.This study aims to apply the method of literature analysis, historical research and comparative analysis, based on the stakeholder theory and the theory of modern government, dating back the development history of the construction of the modern university with Chinese characteristics, and on the analysis of modern university construction with Chinese characteristics on the basis of government function in the process of historical evolution, summarizing and abstracting the government functions in the process of modern university construction with Chinese characteristics new trend of development. It provide decision reference to build the new model of harmonious relationship between Chinese characteristic modern university and the government. Specifically, this study includes three aspects.First, the definition and theoretical basis. Definition part mainly introduces the modern university, the university with Chinese characteristics, the functions of the government and other related concepts; Later, this study focuses on the stakeholder theory and the theory of modern government, for the return on the journey of the fourth chapter and the fifth chapter summarized the development trend of analytical framework. Second, in the process of modern university construction with Chinese characteristics the evolution course of the functions of the government. Of this study was to summarize the development course of the construction of the modern university with Chinese characteristics for five stages, namely, during the period of the Republic of China law framework and practice of running a school and several times in the combination of theory and practice, the establishment of the government in the early days after foundation of "commander" status, the cultural revolution and the period of reform and opening-up, and the pair period in the process of the construction of university made a careful combing the specific content of the government function evolution. Third, the government functions in the process of modern university construction with Chinese characteristics development new trend. Based on the theoretical basis and the comparative analysis method, this chapter carries on the system of inductive, refining, thought with Chinese characteristics the new trend of development of the functions in the process of modern university construction mainly includes five aspects, namely from the class rule to social management and control by the government to emphasize on university autonomy of running a school, from centralized to the two levels of decentralized management, decentralized management to the integrated management by department, by the "rule by man" to the construction of the rule by law.
