Along with the enactment of "children aged 3-6 learning and development guide", the vigorous development of pre-school education exhibits a beautiful landscape. The promulgation of "children aged 3-6 learning and development guide" will help teachers to better understand and respect for children’s learning and development, which is conductive to improve the quality of preschool education. However, teachers, especially the novice teachers’ professional ability can adapt to the development of preschool education has become the focus of attention. According to "kindergarten teacher professional standards(Trial)", we need to further definite and understand the kindergarten teachers’ professional competence.This study reviews the literatures on the novice kindergarten teachers’ professional competence, According to "kindergarten teacher professional standards(Trial)", defines the novice kindergarten teachers’ professional competence as: planning and implementation ability of educational activities, organize one day life and child care ability, support and guidance games activities ability, the creation and use of environmental ability, incentive and evaluation ability, communication and cooperation ability, reflection and development ability and so on.This study uses questionnaire method, using Southwest University graduate Yip’s “The survey of preschool teachers’ professional ability” as a research tool. The questionnaire has good reliability and validity, totally including 28 questions that cover seven dimensions of kindergarten teachers’ professional competence. This study uses random sampling method,selecting 303 novice and 303 mature preschool teachers in Liaoning Province as researchsubjects to understand the status of preschool teachers’ professional competence, and uses the method of independent samples T-test and analysis of variance to deal with the collected data.The results show that the novice kindergarten teachers’ professional competence has the following problems: the ability of planning and implementation educational activities is poor;lack of experience in the life of conventional education; the support and guide of the game activities is not in place; the ability of creation and use of environmental is poor; lack of pertinence to the evaluation of early childhood and their own; communication and cooperation ability is relatively weak and so on.Finally, based on the results of survey and interview, from the aspects of novice kindergarten teachers, pre-service training and vocational training, the author proposes recommendations to improve the novice preschool teachers’ professional competence. In order to improve the novice preschool teachers’ professional competence, the recommendations are as followed:(a) strengthen novice preschool teachers’ self awareness of Professional development;(b) improves the occupation training of novice preschool teachers’ professional competence;(c)rich the occupied novice preschool teachers ’ professional competence building methods.
