A Research On Government Statistics Ecological System Of China

As an administrative organ of the country, the government statistics department has its certain administrative authority. As the main activity of Government Statistics Department, government statistics increasingly affects the development of our society, economy and people's production and life. But in recent years, with the rapid development of China's economy and the changing of people's life style, the credibility of our government statistics getting lower, and the question of government statistics of the public has become bigger and bigger. October 20,2010, on the global celebration of world statistics day held in the United Nations Pavilion at the Shanghai World Expo, Premier Li Keqiang stressed that the statistical work should be dedicated to provide reliable and complete statistical information, improve the public awareness and trust of statistical, service economic and social development better. How to improve the credibility of our government statistics become an inescapable problem in China.Currently, the academic research of government statistics ecological system in our country mostly on a groping and inquiring stage, it is mainly from the reform of the government statistical system, the comparison of Chinese and foreign government system, and the improvement of government statistical methods and policies to study the decline in the credibility of the government statistics, the question of data quality and so on. The involved theoretical level was not deep, especially the research on the external influencing factors of government statistics was very scarce, and it generally analyzed from policy, public organization theory perspective. Introduced the factors of users, and mainly used the knowledge of the public goods theory and the system theory, this paper is from system analysis point of view of to analyze the internal and external factors, environment of the government statistics ecological system and China's current government statistical ecological system running state, in order to find the problems our current government statistics ecosystem, and then further optimize the Ecological Statistics System in China. This paper will provide a new angle of view for our study of government statistics, make up for the deficiency of this research field, also hope to be able to cause more scholars pay attention to this field of study, make more efforts to improve the development of our government statistics.The innovation of this paper is the first time to put forward the concept of the government statistics ecological system. The government statistical ecological system is a system which is composed of the government statistical agencies, the government statistical setup (statistics, statistics law, statistics funds, coordination mechanism, etc.), and the government statistics users. The elements of the system are both alone and with each other, the overall organic operation is to achieve the task of government statistics. The difference between it and the traditional government statistical system is that it added the user factors.
