Premier Li Keqiang has emphasized multiple time on promoting "Encourage people to start their own businesses and to make innovations" Since 2014, as well as how female entrepreneurship can greatly improve economic growth and employment. However, women face much more pressure and challenges to start businesses then men. It is very important to fully understand women's potentials and discuss how to support women entrepreneurs, which can greatly improve mass entrepreneurship.With the society transitioning to the era of DT(Data Technology) from IT(Information Technology) and the new concept of "Internet plus", the environment of female entrepreneurship has changed significantly. The existing governments' strategies can't fully fulfill the need of women entrepreneurs nor solve the challenges. Based on a comprehensive study on how Hangzhou municipal government supports female entrepreneurship as well as its current needs and difficulties, this article proposes an innovative support mechanism that involves the engagement of the entire society. This support mechanism uses the concept of " Female entrepreneurship +", tries to solve issues including getting media attention, obtaining government support, leveraging college resources, establishing communication platforms and acquiring enough fund by connecting multiple parties like media, governments, colleges, organizations and financial institutes. This support mechanism also embraces the timing of "Internet+", and replies on advanced technologies such as international e-commerces and big data to support female entrepreneurship.The article has 5 parts. The chapter 1 covers study context, study values, literature review, study goals and study methods. The chapter 2 summarizes the basic environment and needs of support female entrepreneurship in Hangzhou. The chapter 3 discusses in detail the specific supporting programs on female entrepreneurship by Hangzhou municipal government, and recognizes the efforts overall. The chapter 4 talks about the study findings based interviews and surveys with entrepreneurs, college students and federations of women, summarizes the current problems. It then proposes suggestions on how the governments can better support female entrepreneurship, and systematically elaborates the six dimensions of a supporting mechanism that engages the entire society. The last part recaps the key findings and suggestions and envisions the future work of supporting female entrepreneurship.
