Research On The Support Policy For College Students Entrepreneurship

After included in the 2015 report of government, "Mass Entrepreneurship and All-people Innovation" was written in the 13th Five Year Plan. While the plan is at the critical stage of economic development transition, "innovation" is in the first place for the development of well-off society. As undergraduates are the future talents of China, college students innovation undertaking has aroused much attention of the society. In recent years, with the assistance from different social sectors, the supportive work for graduate entrepreneurship has made great progress:increasing supportive policies, wide policy spheres and larger benefit groups. But in the meanwhile, the percentage and success rate of graduate entrepreneurship fail to get the expected result. According to the questionnaire survey and interview, the author of this paper attributes the problem to two aspects:no consideration of practice of the supportive policies and differences between expectations and reality.In order to make the supportive policies get the expected results, this study stands at the point of students’ demand, offering insight into the demands from college students and giving suggestions to improve the policies. On one hand, this study can enrich research results about supportive policies; on the other hand, it encourages business startup of college students and accelerates talent development.In general, based on the related theory, this paper gives an insight into the concept of graduate entrepreneurship and the meaning of government supportive policies; then, it analyzes factors which influence the demand of college students; next, it discusses the government functions. Also, we tried to understand the current situation about supportive policies and find out the problems by survey and interview. Last, according to the effect of the interaction between different factors, this paper advances countermeasures and suggestions to improve the system of graduate entrepreneurship supportive policies.Specifically, this thesis includes four parts. The first part states the basis theories and concepts about the topic and it’s the start point of this thesis. The second part introduces the survey methods used in this paper:questionnaire survey and interview. We used these methods to collect the data about graduate business startup demands and satisfaction of government supportive policies. Then the third part concentrates on research about current situation and explain the problems and causes. And the last part discusses the improvements of supportive policies in policy-making, implementation and supervision.In a word, this paper stands at the point of college students’demand to find out the practical and useful supportive policies. The purpose of this study is to improve our current undergraduate entrepreneurship policies. And it is necessary to sum up experience and discover the law with integrating opinions and on-the-spot visiting. We hope this survey can provide some references from college students’views for the government to make decisions and improve related policies.
