College Students' Self-employment Government Support Policy Research

In order to effectively resolve the tremendous employment pressures brought by the college enrollment, to insist on using entrepreneurship to bring along creating jobs, to guide college students to do to the road of their own businesses, central and local governments at all levels make a series of policies supporting college students’autonomous entrepreneurship. In this paper, I will analyze the content and results of the college students’ autonomous entrepreneurship policy, and put forward some policies to improve the suggestions. It will have a strong practical value and theoretical value to perfect the policies, to stimulate the potentialities and form a good atmosphere of the college students’ autonomous entrepreneurship.Through the analyzsis on the laws of college students’automomous entrepreneurship which published by the central and local gowerment, we found there are many problems including the uncomplete system of the laws of college students’automomous entrepreneurship in China, lack of effective supercision among policy implementation and the confused management system. All of these problems caused quite many deviations during the execution of the policy. University student’s pioneering work in Changsha city of empirical research also showed that the current university students’business will is not strong, and does not have a high level of understanding of government policy support, what’s more, policy support environment has not come up to the requirements of entrepreneurs. To improve college students entrepreneurship government policy, you need to consider the reality of the situation about college students’ employment and pioneering, also need to be rooted in the entrepreneurship policy theory system, and pay attention to the effects of policy implementation evaluation. Specifically, we need to lay down the law which can promote entrepreneurship policy to be unified,to use for reference of scientific venture policy theory, and to use entrepreneurship policy evaluation scheme, to form the new system of the university student’s pioneering work policy through systematically planning; we need to explicit universities, social entrepreneurship training institutions and government departments under the institutions’position in the business policy, to form new situation of career education; we need to expand the financing channel, to structure the financial support stereo network which government, financial institutions, enterprise and society polybasic participation in the university student’s pioneering work; we need to change the traditional professional view, to apply the proper measures for seeking venture consensus, to develop the new atmosphere of business culture.
