Along with the development of higher education, university management is becoming increasingly prominent. Modern Universities pay more attention to scientific and democratic education decision. Higher education research institutions in Chinese universities how to be able to service the college decision, the first thing is to find out the current development situation and get the function orientation.This research Based on the “Higher education research institutions investigation in comprehensive university “to investigate its current situation of Higher education research institutions. The author use questionnaire survey method to collect data, and choose descriptive statistics and T-test analysis the statistical data. Through the statistical analysis, found that higher education institutions are different in functional in different characteristics such as time, staff size and son on.In summarizing, this research thinks that higher education institutions failed to get effective function.it have three problems, the function is unclear; the organizational marginalization and homogeneous function mode. The research results have three reasons, firstly, the management system of colleges and universities. Dominated by administrative power, the academic power lose the mainstream discourse in the school development. Secondly, the subjective reasons in colleges and universities. On the one hand, the development path of "assimilation" phenomenon seriously cause the institutions lose its characteristic. On the other hand, the lack of culture atmosphere in "attaching great importance to the higher education research”. Thirdly, the institutions has their own reasons. Its self-development consciousness is not strong and lack of innovation capabilities.Through the analysis and classification of the data, the author positioning the higher education research institutions into four function modes: adaptive?explorative?expand and integrated. The higher education institutions can give effective response to improve its function. The first is that get the function orientation, the institutions should have a clear research direction. The second is that research on institutional research, integrate research resources. The third is that establish an academic platform, facilitates the academic exchange. Finally, we should change mindset radically, strengthen the construction of research team.
