The quality consciousness of higher education has led to the diversification of quality view of higher education, these quality views can be roughly attributed to the following four types: the inner adaptability, outer adaptability and individual adaptability rely on knowledge, society and human of value; the quality view of knowledge, ability and all-round quality basis of knowledge, ability and all-round quality as measures of talent view; the quality view of personnel training, scientific research and social service based on the three functions of the university; and many quality view from development, diversity, adaptability, integrity and characteristics of connotation of development idea of higher education.People always tend to judge the quality of higher education based on their own demands, and form the different quality evaluation standards. But the research on the evolution and perspective of quality view of higher education is single or not systematic, and it still has the space of conformability and innovation and so on to improve. Based on this, the study attempts to sort out the formation and evolution of the quality view of higher education from a new perspective.The quality of higher education is a kind of value choice of people in certain social conditions. Based on this, the paper tries carding the formation and evolution of higher education from a new perspective. The quality view of higher education goes through the stage of producer quality, consumer quality and educational service quality, there is different quality judging orientation of each stage, but they usually imply similar social logic, which coerces policy, resource, needs, structure and so on, they directly affect the transition of resource allocation, the change of judging subjects, the diversification of quality judging standard, and make higher education return to nature. These forces jointly promote the evolution of quality view of higher education.From the evolution of higher education quality, higher education itself cannot stand for good quality any more. The concept of high education quality increasingly needs the substitute of the concept of high education service quality. It is more and more important to judge the quality of higher education service from the perspective of that higher education how to meet different customers' demands. It is the issue which faces high education service quality directly: how to relieve the inevitable tension between the diversity of customers' demands and the quality limitation in higher education service, in the meanwhile, to avoid the problems from market, government and higher institution, comprehensively improving service quality in higher education. There are optional ways guaranteeing the quality of high education, such as realization of reasonable distribution, improvement on its quality during the process of high education service, realization of diverse development for undergraduates, refinement and rebuilding of manufacturing mechanism, to satisfy the diverse needs that society requires the elite.
