Labor outsourcing services are contracted by the way, will be handed over to outsourcing services outsourcing contractor to reduce labor costs, improve efficiency and focus its resources on the development of core technology competitiveness, thus forming a kind of "do not support employment work," the business management.Outsourcing of services did not start as early as the western countries, however, the development speed is so fast that more and more organizations provide services outsourcing and labor outsourcing market has been expanded, but due to the lack of relevant theoretical and practical experience in support, resulting in a lot of the practical operation problem. From the perspective of the actual state of development,outsourcing, adopting, for example, induction and comparative analysis, literature and other research methods, both disputes arise in practice and shortcomings, trying to figure out the outsourcing of labor problems and the legal system the reason. Through the analysis, the main problem is that the rights and obligations of service outsourcing is not clear, the scope is not clear, workers' rights are not protected and the lack of legal regulation, mainly because of the fuzzy definition of service outsourcing relationship. Our combined experience of foreign countries and other regions, for reasons of labor outsourcing, mainly put forward the corresponding countermeasures to fix the scope of outsourcing services, protection of the rights of workers labor outsourcing perspective.
