Research On Entrepreneurial Policy Of College Students In Fujian Province

Innovation and entrepreneurship are a great cause that a country and nation must encourage and promote. In the trend of mass innovation and entrepreneurship, college students should strive to make some achievements and take their responsibilities. As for the government sector, they should practically carry out their duties, and raise awareness of services for innovation and entrepreneurship. This dissertation hackles current research status of entrepreneurship policy towards college students both domestically and abroad by the method of literature research. It analyzes the period of development, development situation and policy characteristics of entrepreneurship support policy for college students in Fujian. In the form of questionnaire, the author conducts a survey on how college students in this province are aware of entrepreneurship policy system. The research results show major problems existing in this system and analyze the causes. This dissertation also uses entrepreneurship support practice in developed countries as well as in some domestic provinces and cities for reference, putting forward relative suggestions on improving this policy. The conclusion is as follows, including:First, expound the connotation of entrepreneurship policy system, and analyze the necessity of constructing it. The system mainly includes: popularizing entrepreneurship education, building a platform for knowledge transformation, enlarging channels of start-up loans and financing, improving relative preferential policy system on registration and tax, creating a social appraisal atmosphere that positively encourages and tolerates failure, as well as strengthening relative measures such as implementation and supervision of entrepreneurship policy. Constructing this system can effectively increase overall entrepreneurship level and success ratio of domestic college students, meeting the requirements of social economic transition development, realizing the needs of effective government management.Second, analyze current situation of college students’ entrepreneurship and existing problems. This dissertation points out that the tough job market breeds needs of college students’ entrepreneurship, leading to the gradual improvement of self-employed environment and increasing enhancement of enterprise and innovative consciousness. Meanwhile, problems of college students themselves restrict entrepreneurship development, so success ratio of entrepreneurship is relatively low. Entrepreneurship support policy needs to be further improved and perfected.Third, analyze characteristics, existing problems and causes of these problems of this policy system in Fujian. This dissertation points out major problems of the policy, mainly including: relative departments that manage college students’ self-employment are too many to coordinate, lacking in corresponding entrepreneurial places and financing policy system supported and perfected by platform, entrepreneurship education policy still needing to be constantly improved, and lacking comparatively strong enterprise atmosphere. Causes includes: making policies not directed and systematic enough, operability not strong enough, publicity and execution of entrepreneurship policy not powerful enough, and supervisory mechanism and management responsibility system of this policy not sound enough.Fourth, propose suggestions on optimizing this policy system. They are establishing specialized overall management departments, perfecting policies and regulations building of college students’ entrepreneurship, widening financial support channels, innovating educational and training mechanism, creating a favorable entrepreneurial environment, and improving the service system.
