Investigation And Research On The Implement Of College Students' Entrepreneurship Policy In Ningxia

Under the background of "mass entrepreneurship and innovation",college students will gradually become one of the main members of the entrepreneurship group.Entrepreneurship can enable college students to enter the mainstream of society and economy,and play an important role in promoting the formation of an innovative,progressive,democratic and high-tech society.In order to encourage college students to start their own businesses,provinces and cities have issued corresponding support policies.However,some studies have shown that there are still some problems in the implementation of entrepreneurial policies,such as insufficient publicity,deviation in policy implementation,and the business environment needs to be further improved.In order to understand the current situation of the implementation of Ningxia University Students' entrepreneurship policy,the author selected 323 students in Ningxia University Students' Entrepreneurship Incubation Park,and investigated the implementation of Ningxia University Students' Entrepreneurship Policy on the basis of Smith policy implementation model theory.Through field investigation,interview and questionnaire survey,it is found that the Ningxia government encourages college students to start their own businesses from education,capital,platform and other aspects,and has achieved some results.However,there are still deficiencies in the implementation of College Students' Entrepreneurship policies,which are affected many factors: the training policy is not perfect and the policy lacks flexibility;the service concept of policy executors is not in place and the procedures of College Students' entrepreneurship policy need to be simplified;college students do not understand the policy in place and lack relevant entrepreneurship knowledge;social environment,university environment and incubator environment still need to be improved.In order to help more college students to start their own businesses,reflect the government's support for college students to start their own businesses,and highlight the role of entrepreneurial policies,Finally,based on the actual situation of Ningxia and the Smith model,the author puts forward the policy implementation countermeasures from theabove four dimensions,including formulating sound and scientific entrepreneurial policies,comprehensively improving the quality of policy implementation,actively guiding the target groups to start businesses,and strengthening the entrepreneurial environment of college students from the government,schools and entrepreneurial bases.
