In nineteen century, there occurs a bunch of state universities in the United States. The emergencies and achievements of state universities differ vastly from almost all the private universities in east-coast in aspects of the philosophy, nature of running and developing process.From private colleges to the rise of public universities. from a late-started and low-level university to one of the top public universities, from less-known university to one of the three members when Association of American Universities founded, all those foundations and developments of the University of Michigan had happened in nineteen century.This study is based on the case of the University of Michigan.The study is rely on analysis of historical events ranging from 1817 to 1900 with the timeline from the background before the establishment, how it had been establish, the early days of establishment and the process how it had been on the right track.The foundation in 817, the establishment of Board of Trustee, the relocation to Ann Arbor Meanwhile,the official enrollment of students and Dr. Tapan officially being president had become the critical events of the University of Michigan in its origin time.Meanwhile,the theoretical basis of this research is based on a book Why Nations Fail: The Origins of Power, Prosperity and Poverty written Acemoglu D. and Robinson J.With the concept of “inclusive institutes” along with “creative destruction”, the study demonstrates the correlation with those concepts. There are three conclusions of this study. Firstly, Taking the year 1852 as a dividing point, the University of Michigan experienced two processes, establishment and development. Secondly, the institutional fact of development of the University of Michigan is due to the inclusive institutes they chose. Thirdly, the choice of inclusive institutes has occasionality. Meanwhile, the University adopted creative destruction to help develop itself.
