Based on the contextual issues about the university-related inclusive innovation, the paper analyses a mass of literatures and makes exploratory case study on three typical universities. And then, the research establishes the theoretical framework of universities in regional innovation system. Adapted to inclusive context, the theoretical framework becomes a guiding framework for universities to lunch inclusive innovations. Finally, based on the self-designed theoretical framework, the paper proposes the roles and practical paths of universities in inclusive innovations.During the decades of China’s rapid economic development, China did creat an economic miracle. But uneven economic development issues and poverty issues still exist. Besides, Government of China proposes the goal that all the rural poor out of poverty on the occasion of the finish of building a moderately prosperous society in all respects. Therefore, the significance of inclusive innovation in China becomes more prominent. However, the practices of inclusive innovation in China have met the bottleneck. It is time for other innovation subjects such as universities to participate in inclusive innovation. In view of the research gap of university-related inclusive innovation, the research answers the questions that what could universities do and how to do in inclusive innovation.At the beginning, the paper makes a systematic analysis on the current theoretical frameworks through literature research on the universities and RIS. And then the paper establishes a new theoretical framework of universities in regional innovation system. Secondly, the frame is applied to inclusive innovation context through literature research on II and exploratory case study on three typical universities. Next, the confirmatory case of Zhejiang University verifies and improves the framework. Finally, the paper answers the scientific issues based on the complete framework.In summary, the paper improves the definition of inclusive innovation, establishes a new theoretical framework of universities in RIS, and proposes the theoretical framework for universities to launch inclusive innovations. The research conclusions will play a significant role in guiding the universities’Ⅱ practices especially in developing contries as well as solving the problem of poverty and inequality in China.
