Taking the board of regents of the University of Michigan as example in the dissertation, based on the theory of power of Dennis H. Wrong, I will interpret the questions of the transition of the University of Michigan from traditional college to modern university from the viewpoint of board of regents. The main question in this dissertation was that all the kinds of powers which the board of regents exercised during its transition from traditional college to modern university between 1852 and 1892 and their roles in the transition. This question can be subdivided into such questions as: what powers did the board of regents of the University of Michigan exercise at the different stage of the transition; what bases of powers did the board of regents of the University of Michigan relied on when they exercised powers at the different stage of the transition; what roles did the board of regents of the University of Michigan play in finishing the transition when they exercised these powers.This dissertation has been divided into four chapters. The first chapter will study the historical background of all the kinds of powers which the board of regents exercised during its transition from traditional college to modern university. The second, third and fourth chapter will separately study all the kinds of powers which the board of regents exercised, their bases of powers and significance at the stage of infancy, move slowly and move fast and comprehensive.At the different stage of this transition from traditional college to modern university, there existed not only progressions, but shifts of the emphasis of the powers which the board of regents exercised. Compared with the powers which the board of regents of the University of Michigan exercised during the period of traditional college, the emphases of power which the board of regents exercised were establishing chemistry lab and astronomical observatory, introducing the natural science into university curricula, conferring the degrees bachelor and master of science, introducing lecture system in the classroom teaching and establishing scholarship at the stage of infancy. Compared with the powers which the board of regents of the University of Michigan exercised during its infant stage, the emphases of power which the board of regents exercised were enhancing the requisites of entering of the department of literature, science and arts. Compared with the powers which the board of regents of the University of Michigan exercised during its move slowly stage, the emphases of power which the board of regents exercised were establishing all kinds of professional school ,establishing and enlarging lots of scientific laboratories, and enhancing the requisites of entering and graduating of professional schools at the stage of move fast and comprehensive.At the different stage of the transition of the University of Michigan from traditional college to modern university, the board of regents relied on all kinds of resources as their bases of powers. The later stage of the transition which the University of Michigan experienced, the more personal resource which the board of regents relied on when they exercised all kinds of powers.The powers which the board of regents of the University of Michigan exercised played important part in three areas during the transition from traditional college to modern university. Firstly, the board of regents of the University of Michigan started an age of transition in the University of Michigan from traditional college to modern university, and built harmonious atmosphere in the University of Michigan for the transition. Secondly, as the supreme authority in the University of Michigan, the board of regents provided necessary financial base for the transition of the University of Michigan from traditional college to modern university through approving the yearly financial budget report which was drafted by Committee of Finance, or Committee of Executive, or other special committee temporarily appointed. Thirdly, as the supreme authority in the University of Michigan, the board of regents provided necessary legitimate base for the transition of the University of Michigan from traditional college to modern university through approving all kinds of transforming measures which were brought forward from all parts of the university and state.
