A Research On Superbision By Public Opinions In Network Era

With the continuous development of network media,its influence has penetrated into all aspects of people's life.Not only has it changed the propagation modes,but also has changed the forms of public opinions.Supervision by public opinions refers to the behavior of the public to conduct supervision on public power and public events by exchanging opinions and making comments through network carriers such as forums,microblogs,WeChat and Post Bar,etc.with the help of the internet as the platform.Compared to the conventional ways of supervision,the online supervision by public opinions has provided broader and more convenient channels for the public to conduct power supervision in virtue of its multiple advantages in huge population base,convenience and efficiency,low cost and open interaction,etc.In recent years,almost every major event has aroused heated debates on the internet,and has given rise to rather huge public opinions online,which have significantly influenced the decision-making and policy implementation of the government.Deemed as the epitome of the society in the information era,online hot events' influence lies in exposing various kinds of contradicts and problems in Chinese society,which is in the transition period.Despite that netizens,through public opinions,attempt to promote the state,government and society to make corresponding adjustments and changes,yet during the period of social transition,online supervision by public opinions can be a double-edged sword,which is the dilemma that online supervision by public opinion is current facing;although such supervision can bring multiple positive functions to the entire society,yet unavoidably there are some negative functions coming along with it.Therefore at present the practical issue that needs in-depth thinking and discussion is how to regulate and manage online supervision by public opinions to realize its healthy and continuous development and to ensure the orderly and effective operation of public power.Taking the online public opinions aroused by the Bi Fujian Incident as an example,this paper mainly probes into the current situation of online public opinions in China,and presents some corresponding strategies.In this paper,the first part presents discussions about the objectives and significance of the research on online supervision by public opinions,and reviews the foreign and domestic literatures on public opinions.The second part gives a brief introduction to the Bi Fujian Incident.The third part analyzes the profound reasons why online events,represented by the Bi Fujian Incident,can rapidly catch so much attention.The fourth part elaborates on the current ecological situation of the online public opinions revealed in online events,represented by the Bi Fujian Incident.The fifth part conducts in-depth research on various aspects of the chaos presented in online public opinions.The sixth part expounds the countermeasures for the current problems in the online public opinions in China.The last part presents a conclusion on the development status of the online public opinions in China,and proposes advice and suggestions for the further researches on online public opinions.
