With the rapid development of economic globalization, higher requirements are put forward in cultivating talents in today's society. Engineering education professional certification is a new type of education concept, which takes the student as the center and is guided by the student's learning output. It puts forward new requirements to the quality standard of talent training. In the general standard, clearly put forward that graduates of engineering major should possess professional knowledge, humanities and social science literacy, social responsibility, professional ethics and quality, innovative consciousness, good expression ability and interpersonal skill, lifelong learning consciousness, international perspective and cross-cultural communication ability, competition and cooperation ability. In fact, these comprehensive qualities thoroughly consider the needs for development of students as individual "person", and they are highly compatible with the ideological and political theory course in our country to cultivate students' goals and requirements. Under this background, Ideological and Political Theory Course is an important course of training talents in Colleges and Universities. Relevant educators should learn from its advanced concepts and standards, promote the reform and development of the ideological and political theory course with the idea of professional certification, and reform the existing ideological and political theory course so as to improve the effectiveness of Ideological and Political Theory teaching, promote the comprehensive quality of College students and ensure the quality of talent training.By using the methods of literature research, questionnaire survey and statistical analysis, this paper takes Ideological and Moral Cultivation and Legal Basis(hereinafter referred to as The Basis Course) as an example, and carries out an empirical study. Based on affecting factors such as teaching materials, teachers, teaching content, teaching methods and examination forms and school support, this paper conducts the educating and teaching situation of ideological and political lesson in the background of engineering education professional certification, analyzes the relationship between teaching materials, teachers, teaching content, teaching methods, examination forms, school support and promoting the comprehensive quality of College Students. Moreover, it studies the forecast effect and influence degree of the education and teaching of the course on the comprehensive quality promotion of college students and makes relevant research about the impact of the individual information of college students on the above variables. After analysis and discussion, the following conclusions are drawn:1. There is a significant positive correlation between the present teaching materials of The Basic Course, teachers, content of course, teaching methods, examination form, school support and comprehensive quality promotion of college students.2. The present teaching materials of The Basic Course, teachers, content of course, teaching methods, examination form, school support are conductive to promote the comprehensive quality of college students and have a positive predictive effect.3. As for the effects caused by The Basis Course on comprehensive quality promotion of college students, students in different subjects, professional have significant different opinions.Based on the conclusions drawn from the above research results, this paper outs forwards seven suggestions about how ideological and political course promotes the comprehensive quality of college students in the background of engineering education professional certification, and get good teaching effects.First, to innovate the form and content of Ideological and Political Theory Course textbook and to increase readability;Second, to improve the teaching methods of Ideological and Political Theory Course, and to improve the teaching effects;Third, to actively promote the SPOC teaching, and to comprehensively improve the quality of College students;Fourth, to continually improve the quality standard of talent cultivation in the course of Ideological and Political Theory Course;Fifth, to conceive the curriculum evaluation system of Ideological and Political Theory Course;Sixth, to strengthen the construction of teachers, and to improve the quality of teachers;Seventh, to make different teaching design based on the students in different subjects.
