Education informationization was rasied up to the national level development strategy after the "Twelve Five-Year". The strategy has been implementing systmatically and the "three links two-platforms" development objective was formulated in the " Education Information Development Ten Year Plan (2011-2020). This strategy has been implemented in the national administrative level. Five years have passed since the implementation. The "Thirteen Five plan" is at its initiation stage. It is of significant importance to conduct theoretic research, to clarify ideas, to identify problems and to further promote the development of educational informationization progress.This paper is researched with this background. The research data is collected from schools in Shaanxi Province to investigate the results of the implementation of the "three links two-platforms" The issues identified are:1, Huge different regional distribution of hardware; 2, Uneven regional development, teachers' low level of usage and low level attention to apply the educational resources; 3, The big difference of the government support on education. The above issues are caused by lower government funding, uneven distribution of resources, slow updating process; Education provided focusing on passing exams rather than on quality. The teacher-student application level is low. There is less government advocacy and educational administrative assessment; The resource are scarce. The application does not meet the user habits. Based on the principles of pedagogy, constructivism theory, teaching information technology, digital learning theory and method, after empirical analysis, the following strategies are proposed:1. School to School link should be applied according to the current situation and needs of different regions through classification and step by step implementation process, adhere to the principle of meeting construction demand, and gradually improve the infrastructure;2. Class to Class link is advised to mobilize active and innovative approaches from teachers, serving teachers's teaching needs in order to achieve information and resource sharing;3. People to People link is suggested to be connected through the network of teachers, students space with each other to communicate with each other, to achieve high quality resource sharing, to change traditional teaching methods, and to improve teaching effectivness and quality.4. Two Platforms is advised to integrate high-quality resources, to try government-enterprise partnership model, school-enterprise cooperation model, and to grow high-quality companies. It can be implanted by using "cloud" computing and "big data" mining analysis techniques, to build up intensive high-quality resources and supply mechanisms.These policy recommendations are suggested to focus on the real problems and contradictions in the implementation process. They are highly relevant and representative. There is significant importance in promoting the education informationization process.
