With the increasing development of social economy,the contradiction between Chinese competitive sports system and social economy has gradually appeared.In order to solve this properly,in the 1980s,the China put forward the "combination of physical and educational" policy,and the best way to implement this policy to create high-level sports teams in colleges and universities.By combining the sports and education in colleges and universities,so the purpose of "combination of sports and education" can be achieved.In 1987,the former State Education Commission issued the Notice on trial implementation of partial ordinary colleges and universities recruiting high-level athletes.After 30 years' practice,the construction work of high-level sports teams has taken effects.However many problems still exist such as the management in the current high-level sports teams of colleges and universities on account of macroeconomic policies,institutions,coordination between different management departments,the school itself and others.The management of the high level sports team is involved in its normal operation,the improvement of the athletic level and the development of the athletes themselves,which has practical significance.This paper selected three high-level sports teams in colleges as the investigation objects,which respectively are the East China Normal University,East China University of Science and Technology,Shanghai University.Study the organization and management institutions,enrollment,cultural learning,training and competition,funding sources,etc,realize the similarities and differences,strengths and weaknesses in the management style and mode of existence of the three colleges and universities,explore their successful experience,and reflect on the relevant issues.The study will help the three high-level sports teams exert their advantages in the management aspect and also overcome certain limitations and obstacles.It not only can help to make the high level of sports teams in colleges more clearer and strengthen the coordination of high-level sports teams with other schools management aspect,but also benefit the overall development of athletes and the enhancement of the levels of the high-level sports teams.Meanwhile,this paper will provide reference for the management and construction of the high level sports teams in Shanghai and the national colleges and universities.This study adopted the literature analysis,expert interviews,comparative analysis,logical analysis to make comparative analysis.The conclusions are as follows:(1)In the organization and management structure,the three colleges and universities in Shanghai high-level sports teams have adopted a three-level management,by the school level,the institutional level and the main executive department,and the main executive departments of three high-level sports teams are all the physical education department.Among them,the teaching work of the high-level sports team of East China Normal University and the high-level sports team of East China University of Science and Technology are all managed by PE departament,and the teaching work of high-level sports team in East China Normal University is jointly managed by physical education department and affiliated department and the Shanghai University depends on the affiliated department.(2)In the enrollment,the recruitment policy of the high-level athletes of three colleges and universities are in line with the relevant requirements of the Ministry of Education.But there are differences in enrollment assessment,which are aerobics team of East China Normal University enroll students through the sports examination,while East China University of Science and Technology,Shanghai University and East China Normal University high level sports teams are both to participate in high-level test.(3)In terms of cultural learning,the three high-level sports teams of colleges and universities have compiled classes particularly,but only the East China Normal University gymnastics team is studying at the physical education college,East China University of Science and Technology,Shanghai University and East China Normal University high level sports team Are anchored in other faculties.The cultural learning preferential policies of the three colleges and universities are different for example,East China University of Technology has no preferential policies,but the other two have a corresponding preferential policies.(4)In terms of training,the East China Normal University aerobics team is almost all year round while the weekday training of the East China University of Science and Technology,Shanghai University and East China Normal University is not much.And if there is no competition,they all rest in the statutory holidays.In competition,the East China Normal University Aerobics team's competition level is comparatively high and there are many annual international and domestic competitions;East China University of Technology,while Shanghai University and East China Normal University high-level sports teams only have one time municipal and a domestic competition each year.(5)In terms of coaches,the basic situation of the three college is quite same,and there are no full-time coaches,most of them are graduated from the sports faculties.(6)In terms of funding sources of sports team,the three are all mainly funded by school and part of it comes from some sponsorship or self-financing.(7)In terms of successful experience,the aerobics team of East China Normal University and the East China University of Technology high-level sports teams are both managed by a department of physical education faculty.Directly by the same department management to culture learning time,sports training,competition time more convenient coordinate arrangements,to ensure the players have sufficient training and competition,better to avoid the conflict between cultural learning,training and competition.(8)Many problems still exist in the management of the three high-level sports teams in colleges and universities currently,such as the positioning,the contradictions between learning and training and the phenomenon of anchoring different faculties.In addition,this study also puts forward some suggestions on the management of training,competition management,coaches management and fund management for the management of three high-level sports teams in colleges and universities.
