Study On The Fertility Desire And Determinant Factors Of Childbearing Age Families Under The "Comprehensive Two-child" Policy In China

China's family planning policy was established in 1982 as the basic national policy,and has played an important role in controling the number of population,promoting social and economic development in more than 30 years.But today,the low fertility level and the aging of the population have become the reality of our country and will bring obstacles and challenges to China's social progress and economic development.Therefore,it is necessary to adjust the family planning policy to meet the characteristics of population development in the new period.In order to stabilize the low fertility level,cope with the problems of aging and labor shortage,China gradually implement two child policy,and the "comprehensive two children" policy was introduced in 2016.From the "two children alone" to "comprehensive two children".As the fertility will is closely related to fertility behavior,it's important to concern about childbearing age families' two-child fertility will after the introduction of"comprehensive two children" policy,which can predict the future population development trends,improve the fertility supporting policys and resources,and protect the healthy development of the population.Based on the present situation of the development of our country's fertility policy,this paper introduces the background,content and goal of the policy of "comprehensive two children",and summarizes and expounds the domestic and foreign research status,related concepts and theoretical basis of fertility willingness.The fertility intention and the influencing factors of the childbearing age family under the policy of "comprehensive two children" policy provide the theoretical basis.In order to understand the fertility willingness of the two-child policy target population,this study used meta-analysis method and descriptive statistical method to analyze 20 related literatures and obtain the influencing factors of fertility rate and fertility intention.The result shows that the fertility rate of the two children of the childbearing age in China is low,and the fertility rate of the two children of childbearing age will be lower.More importantly,the low fertility will cause the accumulation of negative growth in the population of our country,resulting in the future population negative growth,and intensify the agin.g and labor shortage.In order to avoid the crisis caused by low fertility intention,we should raise the people's fertility intention.On the basis of deeply analyzing the influencing factors of low fertility intention,the countermeasures and suggestions from policy,economy,culture and society was put forward,specifically included improve the legal system,increase the two-child fertility subsidies,establish a new concept of fertility,and increase the supply of social resources.
