A Study On The Impact Of Compulsory Education Provided By Government To The Housing Price In Beijing

In recent years, Beijing’s residential real estate price has been in a high level. Especially the "school district house" has a sky-high price, which is near the high quality primary school in city center. The exorbitant price of "school district house" makes the low-income people have difficult in enjoying the high quality educational resources, even unable to enjoy. And this phenomenon intensifies the social inequality. So which factor plays an important role among the factors that influence the price of "school district house"? Which aspects should the government to do to solve the problem of educational resources injustice allocation? This paper tries to use empirical methods to analyze these problems.This paper selects 200 residences in 11 urban areas of Beijing as research object. It has a big research range, covering all of the urban areas with high residential density. And then, this paper adopts the data of 2014 to make a hedonic model, and analyzes the impact of compulsory education provided by government to the housing price from input and output. The results show that:(1)the imbalance of educational resources performances in urban areas and schools;(2)educational factor has a positive influence on housing price, the output factor namely school classes has a greater influence than input factor namely per capita education expenditure, and the higher the school classes, the greater degree of influence on residential prices;(3)besides education factors, housing price is influenced by other factors, the distance to Tiananmen Square and the distance to subway station have negative interaction with residential price, and average management fee has a positive interaction with residential price.According to the Universal Declaration of Human Rights, every member of the society have right to enjoy the education to maintain personal dignity and freedom development. The opportunity of young people to receive education should not be influenced by their parents’wealth. Educational equality is an important part of social equality, and also one of the country’s goals to achieve in the aspect of education. According to the empirical analysis, we can see that, there exists the problem of imbalance of educational resources, and the exorbitant price of "school district house" aggravates the educational inequality. Therefore, on the basis of empirical research, this paper puts forward some policy suggestions in order to promote educational equality: the municipal government should make policy to encourage the district government with relatively low educational level to increase the education spending; district government should enhance the flow of educational resources between schools, and the activities such as teachers’rotation should be carried out; education management department should encourage schools to hold a variety of teacher training classes, and improve its competition system.
