Article 12 of the Compulsory Education Law stipulates that school-age children and adolescents are exempted from entering the school.Local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in schools where they are registered.Due to the uneven distribution of educational resources and the promotion of various stakeholders,this policy has not been well implemented,but it has created a phenomenon in which the housing prices of “school district house” are high.The high school district housing price makes quality education resources a privilege for a few people,and the cost of quality education requires the whole society to pay together,which obviously violates social fairness and justice.In order to find out the price premium of basic education resources to surrounding housing,find out the way in which basic education resources affect housing prices,and explore the price characteristics of “school district housing”,this paper takes the four major urban areas of Donghu District,Xihu District,Qingyun Spectrum District and Qingshan Lake District with relatively concentrated educational resources in Nanchang as the research scope,and the relationship between the residential prices of 78 primary schools and their school districts in the four major urban areas and the counterparts.By constructing the housing hedonic model,the best function expression form under the standard feature price model is judged as logarithmic function by goodness of fit.The model is often expressed by linear function form,semi-logarithmic function form and logarithm function form.And the premium of basic education resources under the standard feature price model is 20.31%.On this basis,this paper draws on the idea of boundary fixed method,and analyzes the data after paired processing through paired regression model to find the optimization of the results.It is found that the premium of basic education resources under paired regression to the surrounding residential price is 17.21%.The results under the comparative standard feature price model have been reduced,demonstrating that paired regression can indeed eliminate the positive impact of some unmeasured factors on residential prices.According to the research results of this paper,some policy opinions are proposed to the government in the article,suggesting that the government should balance the allocation of educational resources,and implement the teacher rotation system,increase the investment in basic education and improve the overall quality of education,and levy a special tax on “school district housing” to curb speculation.
