Performance Evaluation Research Of Sports Lottery

Lottery sales is rising at present,and then lottery public welfare fund scale is also growing.But for a long time,"broad-brush" is always the key problem in lottery public welfare fund management.It includes that our country's lottery management department of lottery ticket public welfare fund projects pays no attention to the follow-up evaluation of the funded program.Evaluation institution is not sound,and there is not a set of suitable system for our national conditions.Under this background,the paper will establish a proper and feasible evaluation index system,regarding a Shanghai district sports lottery welfare fund sponsored fitness trails project as an example,to sum up the experiences of project and find the problems existing in it,then put forward the measures to solve these problems.It can promote the fitness trail project itself,at the same time to improve the lottery public welfare fund use of performance,and as a reference for future.First of all,based on the review of the evaluation method,the author found for the evaluation method of fuzzy comprehensive evaluation method and precedence chart.Then the use of specific methods were introduced.Based on the review of the literature on the management of lottery public welfare funds,the author understood the lottery public welfare fund management research focused on from the view of the law,and from the view of management,including the audit and management process research.Based on the summary of process management research,the using performance results of lottery public welfare fund projects are reviewed in this paper.It found the lottery public welfare fund projects lack of the effects performance in China,and focus on qualitative research.Therefore,using quantitative approach to the performance study of the use of lottery public welfare fund projects is the trend in the future.It is also the innovation of this article.Secondly,in the review of commonweal project evaluation theory,the author found it was feasibility and scientific using the APC theory in this study of the evaluation on the basis of the theory,designing the index system of fitness trails project in sports lottery,evaluation index system includes three levels,the first level includes accountability and the project performance.The second indicator has eight dimensions,including the organization and management,capital management,operation management,information disclosure,project,project effect,social impact,the residents' satisfaction,containing 34 concrete evaluation index.Finally,regarding the fitness trails project of a district in Shanghai as an example,the author evaluated it by using the fuzzy comprehensive evaluation and precedence chart.The final evaluation result is relatively satisfied.Through this performance evaluation,the author found the advantages of the project,such as scientific selection,preliminary public awareness of project information,good maintenance work,financial planning is more perfect.But through interview and the survey,this project still has some problems embodied in five aspects: poor project organization,unclear lottery welfare fund information,lack of project evaluation system,propaganda effect is not obvious,the sign making is not standard,project planning is not sound.To solve above problems in the project,we put forward the corresponding proposal: Establishing the project organization and management.Establishing the system of information disclosure.Making the lottery public welfare fund assessment management as a regular.Using a variety of ways to help be the propaganda,build Establishing the scientific and reasonable project construction management process.
