The optimal allocation of the traffic resources is an important measure to strengthen the power of one nation and it is also one of the most important methods of boosting economic development. As the bridge of city's development, the construction of transportation infrastructure determines the developing direction of city traffic and affects the city spatial structure. It is also closely related with population and employment distribution, residential distribution, industrial layout, economic agglomeration and diffusion of one city.In recent years, the government of China has been increasing the investment on transportation infrastructure construction continuously. She is trying to break through the bottleneck of the development through the improvement of traffic conditions to deal with the further development of the eastern region, the rise of the central region and the great development of the west region. The government wants to take advantage of the transportation infrastructure layout to optimize the allocation of resources in the city and reduces negative externality caused by city population agglomeration. Therefore, this paper has a research on promoting or inhibiting the intrinsic mechanism of traffic infrastructure to population agglomeration, which is of great importance for the Chinese government to optimize the city population scale and regulate the city population agglomeration and dispersion scientifically.Firstly,we reviewed the previous literature and found that most research literature focus on the relationship between city traffic infrastructure and city economy.Only a few scholars studied the direct relationship between city traffic infrastructure and the city's population.Research considering the dual relationship of promotion and suppression between urban transportation infrastructure and urban population is raw. Therefore, this paper will take into account the promotion and inhibition influence between urban transport and urban population.Firstly, this paper analyzes the micro mechanism of city traffic infrastructure on the city agglomeration in theory. We construct the theoretical framework of traffic infrastructure on the city population from the improvement of reliability and accessibility of city traffic to promote the population agglomeration.Secondly,in the empirical analysis section, this paper analyzed panel data of transportation infrastructure and city population from 284 cities through Eviews, through which we found that the improvement of the regional accessibility and reliability of transportation infrastructure can promote the population agglomeration. While it can also lead to the problem of traffic congestion, rising rents, environmental pollution, etc. In this paper,we discuss whether the transportation infrastructure has the reverse U effect on the urban population, which require us to test if the transportation infrastructure promotes the population agglomeration first and restrains it later. This paper will divide the whole country in four parts according to the geographical location, including the East part, the Middle part, the West part and the northeast part.At the same time, the whole country will be divided into large, medium and small city in accordance with the population size of the city. The empirical results show obviously different results of different areas and no matter the country is divided by population scale or by the geographical location, the model results are stable. It indicates no evidence that there exists reversed U relationship between traffic infrastructure and city population concentration.
