Transportation infrastructure is an important link to promote regional development.It can strengthen the flow of labor among regions and improve people's living standards.Innovation is an important driving force for economic development and a source of sustainable development.The relationship between the two is important content of the economic study.Understanding the role of transportation infrastructure in innovation is conducive to the government to develop regional investment plans that according to the region,thereby increasing regional innovation output and achieving coordinated inter-regional development.On the other hand,the improvement of human capital is the premise of innovation and development.Strengthening the understanding of human capital in various regions is conducive to the government's formulation of policies and measures to improve human capital construction and attract innovative talents.This paper combines theoretical and empirical research.The first analysis of the transportation infrastructure as a social public resource plays an important supporting role in the development of regional economy,and is also an important factor to achieve innovation and development.Secondly,the laborer as the carrier of human capital is an important prerequisite for innovation and development.Through the combing of domestic and foreign literature,the improvement of transportation infrastructure and the improvement of regional innovation level have two effects: on the one hand,the network characteristics of transportation infrastructure increase regional transportation accessibility by reducing transaction costs such as transportation costs,and create inter-regional innovation.The activities provided convenience and influenced the flow of innovation elements between regions,which eventually led to the improvement of regional innovation output,which was manifested as “direct effect”;on the other hand,human capital as “non-material capital” was “tacit knowledge”.The carrier is an important part of regional innovation output.The improvement of the level of transportation infrastructure has strengthened the frequency of two-way flow of human capital,and it also has a positive impact on the level of regional innovation,which is manifested as “mediation effect”.In the empirical research section,based on the empirical data of 31 provinces in China in 2004-2017,the spatial distribution status of different regions is analyzed.On the basis of it,the median effect is used to perform panel regression on related variables.Through data analysis,combined with location theory and innovation theory,this paper finds that the promotion of innovation output in transportation infrastructure is very stable across the country,but the promotion in local areas is very unstable,which shows that the influence in the eastern region is not obvious,but the influence in the western region is very obvious.Finally,the human capital factor is taken into the consideration,and the relationship between the three is analyzed.It is found that the transportation infrastructure directly promotes the innovation development,and also improves the human capital,which indirectly has a positive impact on regional innovation.Based on the above research results,combined with the actual situation of China's transportation infrastructure,human capital and regional innovation,with reference to previous literature research and historical experience,this paper proposes policy suggestions to promote regional innovation resource flows and strengthen regional coordinated development for different regions.
